The main problem of shallow water fisheries is overfishing. To improve fishing capacity of overfished fisheries is potentially by ABSTRAKProblem utama perikanan perairan dangkal adalah tangkap lebih.Untuk meningkatkan produktivtas perikanan yang tangkap lebih dapat dilakukan dengan menerapkan sea ranching. Sea ranching adalah pelepasan juvenil yang dibudidayakan ke lingkungan laut tertutup dalam sistem lepas-tumbuh-panen. Dua aspek krusial penerapansea-ranching adalah tata ruang dan pengendalian akses nelayan pada sumberdaya. Implementasi sea ranchingmemerlukan kelembagaan yang mempunyai legitimasi kuat. Artikel ini bertujuan untuk menganalisis isu-isu legitimasi kelembagaan sea ranching pada perairan dangkal Semak Daun di Kepulaun Seribu-Jakarta dalam pandangan teoritis baik dalam perspektif legal-substansial dan sosial politik-koginitif. Legitimasi lebih merupakan persoalan persepsi, yang diasumsikan bahwa lembaga diijinkan untuk melakukan suatu tindakan yang yang diharapkan, tepat dan benar. Lembaga pengelola sea ranching yang legitimatif membutuhkan kewenangan yang kuat untuk menyusun peraturan dan melakukan tindakan penegakannya. Untuk itu, kelembagaan sea ranching harus memenuhi alasan politis, regulatif, ilmiah, dan moralitas. Untuk melengkapinya, kelembagaan tersebut juga membutuhkan dukungan pilar-pilar kelembagaan yang mencakup perspektif regulatif, normatif dan kognitif.Hasil analisis ini dapat menjadi salah satu rujukan untuk membangun kelembagaan implementasi sea ranching di lokasi studi.Kata kunci: legitimasi kelembagaan, perairan dangkal, sea-ranching, tangkap lebih

Strategic planning, with a future-focused approach, contributes to realizing to higher education institutes' functions, such as directing change and being pioneer to society in a systematic and sustainable way. However, it is inevitable for higher education institutes to have different priorities and roles besides their joint functions. Strategic plans are effective tools in terms of explaining these differences and to make them perceived by related stakeholders. Thus a similar approach is valid for forestry faculties which are increasing in numbers and serve diverse functions in our country. In this context, the aims of this study are to evaluate similarities and differences in statements of mission and vision and make a comparative assessment of future-oriented goals, targets and strategies of forestry faculties. According to findings of content analysis there are no significant differences between the statements of mission and vision. Moreover, it has pointed out that the emphasized factors in these statements are not reflected to the goals, targets and strategies in the same proportion. As a result, it is clear that the mission and vision statements of forestry faculties need to be prepared in order to emphasize their unique characteristics and differences. Furthermore, it is essential to determine focused goals, targets and strategies that are the main tools of realizing these statements.Keywords: Forestry faculties, strategic plan, comparative analysis, content analysis, forestry education Türkiye'deki orman fakültelerinin stratejik planlarının karşılaştırmalı analizi Özet: Stratejik planlama, gelecek odaklı yaklaşımıyla, yükseköğretim kurumlarının değişimi sağlama ve topluma öncü olma gibi işlevlerinin sistematik ve sürdürülebilir şekilde gerçekleştirilmesine katkı sağlamaktadır. Ancak yükseköğretim kurumlarının ortak işlevlerinin yanında farklı önceliklere sahip olması ve bazı açılardan farklı roller oynaması kaçınılmazdır. Söz konusu farklılıkların açıklanması ve ilgili kesimlerce algılanması açısından stratejik planlar etkili araçlardır. Bu bağlamda, ülkemizde sayıları artan ve işlevleri çeşitlenen orman fakülteleri için de benzer bir yaklaşım söz konusudur. Bu kapsamda çalışmanın amacı ülkemizdeki orman fakültelerinin belirledikleri misyon ve vizyon ifadelerindeki benzerlik ve farklılıkları irdelemek ve yine geleceğe yönelik amaç, hedef ve stratejilerini karşılaştırmalı olarak değerlendirmektir. İçerik analizi yönteminden yararlanılarak ulaşılan bulgulara göre ülkemizdeki orman fakültelerinin misyon ve vizyon ifadeleri birbirinden açık ve net farklılıklar taşımamakla birlikte bu ifadelerde vurgulanan unsurların amaç, hedef ve stratejilere aynı oranda yansıtılmadığı da dikkat çekmektedir. Sonuç olarak, orman fakültelerinin misyon ve vizyon ifadelerinin özgün ve farklılıkları vurgulayacak şekilde hazırlanması gerekliliği açıktır.
