Variable speed limit to improve safety near traffic congestion on urban freeways

Abstract: Recently, the convergence of information technology with biotechnology, nano-technology, or other technologies has been creating a new paradigm. In the field of transportation, intelligent transport systems (ITSs) ⎯ a convergence of information technologies and transportation systems ⎯ have been studied. The VSL is one ITS technologies that aims to improve the safety and efficiency of transportation while controlling the speed limit according to traffic circumstances. Existing studies for VSL algorithms have c… Show more

“…Therefore, it is important to set trigger conditions that justify the initiation of VSL. In this study, a VSL trigger condition based on a sudden speed drop of a particular section with respect to the successive upstream sections was used (Jo et al, 2012). Thus, if the average speed of a particular section dropped suddenly with respect to the two consecutive upstream sections, VSL was triggered, because a queue is formed with stations successively affected by the traffic jam from the bottleneck.…”

“…When a risky condition is identified, proactive safety countermeasures can be implemented to alleviate crash occurrence possibility. Among others, variable speed limits (Lee et al 2004(Lee et al , 2006cAbdel-Aty et al 2006a;Jo et al 2012;Li et al 2013), ramp metering (Abdel-Aty et al 2006b;Lee et al 2006b) and intelligent speed adaptation (Chen et al 2002;Carsten and Tate 2005;Servin et al 2008;Lai et al 2012) are effective measures that are known to improve traffic safety on motorways. These measures are intended to smoothen the traffic flow by increasing average time headways, reducing speed variation and subsequently improving traffic safety.…”

“…Intelligent Transportation System (ITS) is considered to be the hope of solving problems of traffic congestion, which has already been becoming a world-wide difficult problem [1]. In fact, some references show that many problems related to traffic congestion, such vehicle guidance [2] and traffic scheduling [3], are NP-hard.…”
