The aim of this research is to generalize the international practice of internal auditing of financial transactions to substantiate alternatives to their rational use by financial monitoring entities in Ukraine. The purpose of the article is to summarize the key changes in international FATF standards and examine the use of a risk-oriented approach by Ukrainian entities in combating AML or CFT. Assessment of audit risk using quantitative characteristics is assumed on the basis of the most commonly used mathematical three-factor multiplicative model. Turning to the EU’s experience is relevant for the global expert and regulators communities given the necessity to consider the best world practices. Summarizing the above provisions of the theory and practice of the risk-oriented approach for Ukrainian SFM allowed for identification of the areas of its practical implementation in the system of internal audit of financial transactions. The presence of an internal audit service will increase the degree of trust that government representatives have in such companies and the likelihood that a mutually beneficial partnership will develop between the parties.

Besides its use as a powerful systems analysis tool, simulation has also been used for decades in educational settings as a teaching and learning method. Simulation can replace or augment real-world inquiry-based experiences by providing learners with a low-cost and risk-free experimentation platform to develop knowledge and skills in a simulated environment. This paper presents an overview of current applications and the ongoing transition from physical experimentation to digital simulations and immersive simulated learning environments in engineering education. The paper highlights major implementation and research gaps related to simulation-based learning and immersive simulated learning environments, namely, lack of integration with learning theories and limited formal assessments of effectiveness. Potential implementation approaches and important areas for future educational research are discussed and exemplified in response to the identified gaps. The discussions presented are intended for simulationists, educational researchers, and instructors who are interested in designing and/or utilizing engineering education interventions involving simulated learning environments and immersive technologies in their teaching and educational research. In particular, the Immersive Simulation-Based Learning (ISBL) approach discussed in the paper provides a framework for simulationists to reuse the models developed as part of their simulation projects for educational purposes.

It was determined that the development of territories depends on the choice of strategy, tactics and implementation tools regional policy of the state. And therefore, at the current stage of global transformations, they are expedient and permanently improve, as current practice shows approaches to managing the development of domestic territories. Trends and prospects of development are studied in territorial units of Ukraine in terms of implementation of the chosen strategy and current state regulations and regional policy. The study of the problem was carried out thanks to the application of methods of comparison, abstraction, analysis and generalization, as well as tabular and graphical modelling. It was determined that the prospects for the development of territories primarily depend on the strategy and tactics implementation of the state regional policy, which should take into account the dynamism of socio-economic development, the rate of digitization of the economy and the level of innovation and technology regions of highly developed countries of the world, with which domestic regions are becoming more and more difficult to compete. A set of measures was proposed to optimize the processes of managing the development of territories, in particular, the creation of mechanisms for combating post-pandemic consequences, stimulating purchasing consumer demand at the local level, improvement of tax policy, creation of favourable conditions for improving the qualification level of employees, rationalization of the financial redistribution mechanism resources between different territories, as well as between regional and state budgets, dissemination of effective anti-corruption practices at the local level. Prospects for the creation of territorial ones have been determined by communities taking into account positive and negative factors to reveal strong and weaknesses in order to identify opportunities and threats to their development at the regional level levels using a SWOT analysis. Ways to improve regional policy are proposed.
