International liegen verschiedene Schadensmodelle vor, um die strukturelle Schädigung des Bauwerksbestands und die daraus resultierenden Verluste infolge Erdbebeneinwirkung zu quantifizieren. Die Anwendung der verschiedenen Schadensfunktionstypen für eine realitätsnahe Ermittlung der Schäden setzt eine detaillierte Kenntnis des Bauwerksbestands und seiner Verletzbarkeit sowie der standortspezifischen Untergrundbedingungen voraus. Das am Zentrum für die Ingenieuranalyse von Erdbebenschäden der Bauhaus‐Universität Weimar im Rahmen des Deutschen Forschungsnetzes Naturkatastrophen (DFNK) entwickelte intensitätsbasierte Schadensmodell für die allgemeine Bebauung wurde an den gemeldeten Verlusten des Albstadt‐Erdbebens von 1978 validiert. Eine Betrachtung der Streubreiten und Unsicherheiten in der Verteilung der Schadensgrade Di sowie die Spiegelung an vergleichbaren Schadensmodellen stand bisher noch aus. Die Re‐Evaluation der untersuchten Modellansätze erfolgt im Beitrag an den durch unterschiedliche Standortintensitäten gekennzeichneten Erdbebenereignissen (Albstadt 1978, L'Aquila 2009) anhand der real aufgetretenen Bauwerksschäden. Im Rückblick auf die DFNK‐Studie werden die Ergebnisse für den Großstadtraum Köln nochmals mit neuen Bauwerksdaten und dem erweiterten Schadensmodell überprüft. Die im DFNK aggregiert beschriebene Bauwerksverletzbarkeit wird auf den Einzelbauwerksbestand übertragen und der Einfluss auf die Erdbebenszenarien untersucht. Die Streuung der strukturellen Schäden und der Verluste wird durch Monte‐Carlo‐Simulationen berücksichtigt. Die Veränderungen der Ergebnisse gegenüber der DFNK‐Studie werden ausgewiesen und diskutiert.

is properly cited.Purpose. Physical expansion of urban areas and cities is of great importance nowadays. Irreparable damages will thus be caused by lack of proper planning against natural disasters. Crisis management will therefore guide through prevention, preparedness, disaster relief, and recovery by planning an appropriate program. Methodology. Principal processes of crisis management against earthquake in Iran were evaluated and discussed. Multicriteria earthquake crisis management was then proposed by means of Analytic Hierarchy Process (AHP). Vulnerability of 19 urban areas in Qazvin city was studied and analyzed as a case study. ree main criteria were considered as "physical dimensions and physical vulnerability texture," "the amount of urban texture responsibility to aid after crisis," and "possibility of city reversibility after the crisis." ese criteria were divided into 20 subcriteria which were prioritized by a questionnaire survey. Findings. "High population density," "urban texture of old and repairable buildings," "lack of relief and medical services," "a few organic texture areas," "sidewalks with less than 6 meters width in the region," and "lack of open spaces in the area" were concluded to be the most important reasons causing high vulnerability of urban texture in Qazvin city.

Assessing earthquake risk and building vulnerability requires an exposure model. These exposure models quantify the building stock in terms of structural characteristics, spatial location, and occupancy. The most significant exposure parameters are the structural characteristics of buildings, which must be uniformly covered by structural typologies. Structural typologies that take into account the regional specificities of design and construction provide more accurate and reliable exposure models. Despite the long history of earthquake engineering in the Republic of Croatia, the assessment of exposure and vulnerability of buildings is a rather new concept, hindered by the fact that no city in the Republic of Croatia has a database on the number, types, and characteristics of existing buildings. The article presents the creation of a building exposure model for the city of Osijek, points out the problems and concerns that the realization process brings, and details the practical solutions and strategies that have been used to achieve the set goals.
