This study aims to determine government policies in domestic waste management carried out in the city of Kediri and evaluate the implementation of performance policies for domestic waste management in the city of Kediri. Based on law No.18 of 2008 concerning waste management, and the policy of regional regulation No.3 of 2015 concerning waste management in the city of Kediri. Based on these regulations, it is very important to strengthen the performance of the service officers in the road sweep in the city of Kediri. The research method used is a qualitative research method. Data is obtained through observation and analysis of secondary data, as well as primary data. The results of this study indicate that under the service performance indicators of street sweepers in Kediri City are still not efficient and road sweeping technical work is still not productive. The results of the study can be concluded based on local government policies in improving the performance of road sweeping services in the City of Kediri so that the performance of road sweeping officers is more optimal, then the Government of Kediri City is recommended to make standard operating procedures (SOP) for road sweeping officers in Kediri City.

Civil participation is the main component of effective governance. The topicality of this paper lies in civil participation in decision-making defined by the principles of “new public governance” of the 21st century. This study aims to analyze the impact of civil participation in decision-making on waste management at the municipal level. In this work, the following aspects were considered: theoretical assumptions of civil participation; civil participation in the activities of institutions responsible for environmental protection; issues regarding the development of opportunities of citizens’ involvement in municipal waste management. The article is devoted to the theoretical assumptions about civil participation, theoretical model of analysis, and activity of institutions. To develop a theoretical model of analysis, a classification of civil participation was carried out. Among the methods used, one can mention the questionnaire. The analysis was focused on a legal basis for the activity of institutions; the actual activity of institutions and survey of representatives of the national environmental authorities in Lithuania. The results showed that currently there is no mechanism in Lithuania to ensure civil participation in municipal waste management. Civil participation is still formal and limited. Overall, citizens are informed about the decisions made, but they do not participate actively in decision-making. The analysis of civil participation capacity in waste management leads to the conclusion that Lithuania has no single mechanism to ensure civil participation in waste management. To enhance civil participation in decision-making on waste management, it is suggested to set up a council where the representatives of civil population are delegated.

Territorial security implies the possibility of providing a continuous process of development and functioning in a particular locality. Taking into account that fact that the main focus is now made on the complex development of territories, the continuous improvement of the mechanisms ensuring the process is constantly being improved. The article discusses how it is possible to use the method of mathematical modeling and statistical evaluation in order to answer the question whether there are enough resources in the territory in order the development to be continuous. The urgency of the research is determined by the fact that the most important element of development is the possibility of consuming energy resources and, accordingly, the possibility of their production in conditions of economic change. The novelty of the research is determined by the fact that for the first time the question is raised about the structure of the energy security of the territory. The authors consider the issue of compliance with the structure of energy consumption as an object of research and propose to calculate the level of energy security by the extent possible to provide the territory independently, if necessary, at the expense of alternative energy sources. The practical direction of the research is determined by the fact that the possibility of independent development of territories is projected without external influence from agents of economic development. The paper analyzes not only the existing system of today, but also the forecasting model.
