Water resources assessment as the basic tool for sustainable and environmentally sound river basin management

Abstract: This paper deals with the methodology used for conducting a water resources assessment as the core component of water resources master plans. It is basically a quantitative and qualitative water resources balance (WRB) and an essential element of any short or long-term planning of sustainable and environmentally sound river basin development and management. The use of a water resources management balance instead of the water resources balance (water budget) that includes the water withdrawals and discharges in… Show more

“…The resources grabbed by human beings severely demolished the balance of ecosystem which threatens the ecological safety and health. Under the intensive human activities dominated by exploitation and utilization of water resources and discharge pollutions, the conflict between ecological protection and economic development were becoming manifest (Miloradov, 1995). The decrease of eco-environmental carrying capacity accordingly became the bottleneck of development of social economy (Mao, 2001).…”

“…Previous researches on water resources carrying capacity mainly focused on comprehensive evaluation (Wang and Yao, 2000), system dynamic simulation (Li et al, 2000) and multi-objective analysis. Some foreign scholars brought water resources carrying capacity into sustainable development theory (Miloradov and Cukic, 1995;Rijiberman, 2000;Harris, 1999;Falkenmark and Lundqvist, 1998). The research on water resources carrying capacity of the inland river basin in arid areas not only is important in establishing water resources management strategies, but also directly affects the sustainable development of local socio-economics.…”

“…Water resources assessment is basically a quantitative and qualitative water resources budgeting plan for a given time span (Miloradov et al, 1995). The quantitative assessment has to consider all aspects of inflows and outflows of a catchment.…”
