Irrigation salinity is a common environmental threat for sustainable development in the Keriya Oasis, arid Northwest China. It is mainly caused by unreasonable land management and excessive irrigation. The aim of this study was to assess and map the salinity risk distribution by developing a composite risk index (CRI) for seventeen risk parameters from traditional and scientific fields, based on maximizing deviation method and analytic hierarchy process, the grey relational analysis and the Pressure-State-Response (PSR) sustainability framework. The results demonstrated that the northern part of the Shewol and Yeghebagh village has a very high salinity risk, which might be caused by flat and low terrain, high subsoil total soluble salt, high groundwater salinity and shallow groundwater depth. In contrast, the southern part of the Oasis has a low risk of salinity because of high elevation, proper drainage conditions and a suitable groundwater table. This achievement has shown that southern parts of the Oasis are suitable for irrigation agriculture; for the northern area, there is no economically feasible solution but other areas at higher risk can be restored by artificial measures. Therefore, this study provides policy makers with baseline data for restoring the soil salinity within the Oasis.

Abstract:As an important implementing body of the national energy strategy, grid enterprises bear the important responsibility of optimizing the allocation of energy resources and serving the economic and social development, and their levels of sustainable development have a direct impact on the national economy and social life. In this paper, the model of fuzzy group ideal point method and combination weighting method with improved group order relation method and entropy weight method is proposed to evaluate the sustainable development of power grid enterprises. Firstly, on the basis of consulting a large amount of literature, the important criteria of the comprehensive evaluation of the sustainable development of power grid enterprises are preliminarily selected. The opinions of the industry experts are consulted and fed back for many rounds through the Delphi method and the evaluation criteria system for sustainable development of power grid enterprises is determined, then doing the consistent and non dimensional processing of the evaluation criteria. After that, based on the basic order relation method, the weights of each expert judgment matrix are synthesized to construct the compound matter elements. By using matter element analysis, the subjective weights of the criteria are obtained. And entropy weight method is used to determine the objective weights of the preprocessed criteria. Then, combining the subjective and objective information with the combination weighting method based on the subjective and objective weighted attribute value consistency, a more comprehensive, reasonable and accurate combination weight is calculated. Finally, based on the traditional TOPSIS method, the triangular fuzzy numbers are introduced to better realize the scientific processing of the data information which is difficult to quantify, and the queuing indication value of each object and the ranking result are obtained. A numerical example is taken to prove that the model of fuzzy group ideal point method and combination weighting method with improved group order relation method and entropy weight method is feasible and effective for evaluating the sustainable development of power grid enterprises.Keywords: the sustainable development of power grid enterprises; comprehensive evaluation; group order relation method improved by matter element analysis; entropy weight method; combination weighting method; group ideal point method improved by triangular fuzzy numbers

Employing SWOT Analysis and Normal Cloud Model for Water Resource Sustainable Utilization Assessment and Strategy Development

Water Resource Sustainable Utilization (WRSU) is becoming increasingly important, given growing water resource shortages and widening gaps between water supply and demand. Most existing studies have focused on WRSU levels without a dedicated strategy-oriented framework. In addition, uncertainties occur in the process of indicator quantification and grading, leading to a lack of accuracy in the assessment results. Therefore, in this study, stemming from water resource, societal, economic, and environmental dimensions, an indicator system with qualitative description was introduced by Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis to enable development and selection of sustainable water use strategies. A normal cloud model that is capable of addressing uncertainties was used to determine WRSU levels. The comprehensive evaluation results can both reflect the WRSU levels and select the most suitable strategy. The model's utility was demonstrated by applying it to the case of Shandong province in China. Based on the results, most areas of Shandong province appear to be facing serious unsustainable issues. Appropriate development strategies based on the WRSU levels were provided for improving sustainable use of water resources. The proposed method offers an efficient means for WRSU assessment and strategy development. Moreover, it has the potential to be applied to other water resource issues.
