Recommending blue ocean technologies for subcontractors: A framework based on business reports of prime contractors and patents

Subcontractors depend heavily on their prime contractor and thus find it very risky to enter a new business on their own. This study proposes a framework for these subcontractors to develop blue ocean technologies related to their prime contractor. First, the primary technologies predicted to be promising are extracted from the business reports of the prime contractor. Sub-technologies are then selected through a patent-based search using keywords and International Patent Classification codes of the primary technologies. From them, blue ocean technologies are proposed by optimizing the weighted mean of the min-max normalized market value, degree of competition in the technology market, and subcontractors’ potential technological capabilities for each sub-technology. This study shows that subcontractors can enhance their technology competitiveness by finding a low-risk blue ocean technology. Our empirical research on the subcontractors of a semiconductor firm identified technological patent fields for them to pursue. From our framework, subcontractors can identify blue ocean technologies by considering their prime contractor’s future industrial areas and technologies of interest as well as their own technological capabilities. Furthermore, the prime contractors can gain the synergy effect of technology expansion through cooperation.

Standardization, based on scientific and technological development, provides solutions for optimal level of order in a wide range of industrial, societal and environmental fields. Analogically to the process of open innovation, the development of standards brings together the knowledge and experience of different stakeholders, resulting in solutions that are relevant and accessible to the general public. Similarly, the concept of responsible innovation requires a variety of stakeholders to be involved in innovation development to ensure that their present and future needs are met. Although the link between standardization and innovation is a widely explored issue, the interaction of standardization with the increasingly relevant concepts—open innovation and responsible innovation—remains a research gap, therefore the aim of the study is to identify the common characteristics of standardization and open and responsible innovation, as well as to analyze the interaction between these concepts. The research is based on a literature review on the concepts of standardization, standards development and open, responsible innovation, as well as a field analysis on the ongoing activities in standardization in relation to innovation. The similarities and interaction between standards development and the creation of open, responsible innovation is analyzed and as a result a model that combines the characteristics of standardization, open and responsible innovation and their interrelation is provided. The findings of the study demonstrate that both the standardization process itself and its outcomes can be compared to the processes of open and responsible innovation and can also be characterized as a contributor for creating the environment for the achievement of sustainable development and fostering open and responsible innovation.

Мета. Метою цієї статті є формування методології оцінювання інноваційного потенціалу підприємств сільськогосподарського машинобудування за використання функції бажаності Харрінгтона. Методологія / методика / підхід. Методологічною основою роботи є загальнонаукові та спеціальні методи економічної теорії, теорії управління. У роботі використано абстрактно-логічний метод – для логічного формування основних аспектів і висновків дослідження; методи математичного моделювання, зокрема експертні та метод Харрінгтона – для оцінювання рівня інноваційного потенціалу підприємств. Результати. Узагальнено підходи до визначення сутності та складових частин інноваційного потенціалу. Систематизовано показники, які визначають інноваційний потенціал. Запропоновано науково-методологічний підхід до оцінювання рівня інноваційного потенціалу на основі критерію Харрінгтона, що дозволяє узагальнити різнопланові критерії та фактори, які визначають інноваційний потенціал підприємства, перевести їх у безрозмірну шкалу та обчислити критерій бажаності – рівень інноваційного потенціалу. Запропоновано градацію значень функції бажаності залежно від значень функції. Здійснено оцінку інноваційного потенціалу підприємств сільськогосподарського машинобудування Вінницької та Хмельницької області за запропонованою методикою. Оригінальність / наукова новизна. Наукова новизна роботи полягає в удосконаленні науково-методологічного підходу до оцінювання рівня інноваційного потенціалу, який, на відміну від наявних підходів, передбачає визначення інноваційного потенціалу як узагальненого коефіцієнта бажаності, що залежить від кадрового, фінансово-економічного та науково-технічного потенціалів із урахуванням їхнього взаємного впливу. Практична цінність / значущість. Результати дослідження дозволяють більш комплексно оцінити рівень інноваційного потенціалу підприємства та виявити напрями його зростання при формуванні джерел фінансового забезпечення інноваційної діяльності.
