The purpose of this paper is to identify research gaps and potential new topics for research in relation to the management of sustainable building renovation. The paper is based on a literature review of current research on sustainable building renovation. It analyses the research to pinpoint main focus areas and strengths, as well as identifying areas of weakness and research gaps, which are seen as potential topics for new research. The emphasis is on comprehensive renovation projects of buildings with a holistic sustainability approach. The analysis focuses on the management and process aspects in relation to planning, decision-making, conducting, and evaluating renovation projects. The result is a proposal for new research topics for sustainable building renovation. The current research shows a dominating focus on developing new tools for design support and measuring environmental performance, while there is limited research on developing strategies for renovation and improving the productivity of renovation processes. Out of the three pillars of sustainability, social sustainability is the least defined, and there is a need to develop methods to make a holistic prioritization and evaluation of all aspects of sustainability.

Moscow program of renovation of housing in the context of inter-party competition

The most prominent social-economic project started by the Moscow administration in 2017-2018 is the Housing Stock Renovation Program. The main political parties represented in the capital offered the citizens their interpretations of the initial variant of the program and the suggestions on its improvement. The author compares the potential of the political parties in the capital's and the federal authorities, shows the main aspects of the cross-party cooperation and competition regarding the legal documentation of the best, to their mind, variant of the program. The author also investigates the interconnection between the political parties and the civil society and, particularly, the specifics of the mass street protests, where the Muscovites expressed their ambiguous attitude to the renovation program. The author concludes that so called «systemic» parties showed a high level of the cooperation, in the process of which they were able to develop mutually acceptable amendments to the initial variant of the renovation project and to document them in the relevant legislative acts. It is also important that the parties were able to widely inform the citizens on the essence of the project, to get acquainted with the public opinion regarding this issue through various «feedback» channels, and to weaken the state of anxiety experienced by a part of the society to some extent. The author supposes that during the implementation of such programs nationwide, it is reasonable to consider not only the mass experience of their normative-legal documentation but also the mechanisms of achieving the cross-party consensus demonstrated in Moscow as well as the interaction with the civil society on the solution of the relevant problems of social-economic development.

This research represents sustainable building modernization model, which creates knowledge-based decision-making method for old public buildings refurbishment seeking to reach the best energy performance during the design stage. Despite the fast development and spreading standards, challenging research opportunities arise from process automation and BIM adaptation for existing buildings' requirements. To aid decision-making, building simulation is widely used in the late design stages, but its application is still limited in the early stages in which design decisions have a major impact on final building performance. Building design is a multi-collaborator discipline, where architects influence design decisions, engineers, contractors, and building owners. Using digital systems and simulations this modernization method performs already expected building energy consumption in a quickest and economic way. This model is BIM-based where design and refurbishment are based on pre-built indicators, which allows assessing the building energy demand and eco-building parameters.
