PurposeInstitutional, economic, social and technological advancements enable openness to cope with wicked public management issues. Although open innovation (OI) is becoming a new normality for public sector entities, scholarly knowledge on this topic is not fully systematized. The article fills this gap, providing a thick and integrative account of OI to inspire public management decisions.Design/methodology/approachFollowing the SPAR-4-SLR protocol, a domain-based literature review has been accomplished. Consistently with the study purpose, a hybrid methodology has been designed. Bibliographic coupling permitted us to discover the research streams populating the scientific debate. The core arguments addressed within and across the streams were reported through an interpretive approach.FindingsStarting from an intellectual core of 94 contributions, 5 research streams were spotted. OI in the public sector unfolds through an evolutionary path. Public sector entities conventionally acted as “senior partners” of privately-owned companies, providing funding (yellow cluster) and data (purple cluster) to nurture OI. An advanced perspective envisages OI as a public management model purposefully enacted by public sector entities to co-create value with relevant stakeholders (red cluster). Fitting architectures (green cluster) and mechanisms (blue cluster) should be arranged to release the potential of OI in the public sector.Research limitations/implicationsThe role of public sector entities in enacting OI should be revised embracing a value co-creation perspective. Tailored organizational interventions and management decisions are required to make OI a reliable and dependable public value generation model.Originality/valueThe article originally systematizes the scholarly knowledge about OI, presenting it as a new normality for public value generation.

SUMMARYThe literature on the challenges of and potential solutions to architecting cloud-based systems is rapidly growing but is scattered. It is important to systematically analyze and synthesize the existing research on architecting cloud-based software systems in order to build a cohesive body of knowledge of the reported challenges and solutions. We have systematically identified and reviewed 133 papers that report architecture-related challenges and solutions for cloud-based software systems. This paper reports the methodological details, findings, and implications of a systematic review that has enabled us to identify 44 unique categories of challenges and associated solutions for architecting cloud-based software systems. We assert that the identified challenges and solutions classified into the categories form a body of knowledge that can be leveraged for designing or evaluating software architectures for cloud-based systems. Our key conclusions are that a large number of primary studies focus on middleware services aimed at achieving scalability, performance, response time, and efficient resource optimization. Architecting cloud-based systems presents unique challenges as the systems to be designed range from pervasive embedded systems and enterprise applications to smart devices with Internet of Things. We also conclude that there is a huge potential of research on architecting cloud-based systems in areas related to green computing, energy efficient systems, mobile cloud computing, and Internet of Things.

Cloud computing has recently emerged as a promising computing paradigm which offers unprecedented computing power and flexibility in the distributed computing environment. Despite the trend that Electronic Design Automation (EDA) industry has prepared to embrace the cloud concept, there is still no research publication on designing VLSI floorplanning algorithms for a cloud computing platform. This paper proposes the first such algorithm for thermal driven floorplanning. Since existing floorplanning techniques are based on simulated annealing which are sequential algorithms and difficult to parallelize, a new thermal driven floorplanning algorithm is proposed which can be easily parallelized in a cloud computing environment. This algorithm uses an advanced adjacency probability cross entropy optimization and a new integer linear programming based resources provisioning to efficiently use the heterogeneous computation resources and handle the uncertainty of machine waiting time in a cloud. The experimental results on the standard GSRC benchmark circuits demonstrate that the proposed algorithm can significantly reduce the peak temperature (up to 24 • C) compared to the simulated annealing technique. In the simulated cloud computing environment, it runs over 30% faster than the simulated annealing technique with moderate overhead in monetary expense due to the fact that the proposed algorithm is parallelization friendly. Further, our algorithm can effectively compute the scheduling solutions considering the uncertainty in waiting time.
