Abstract:There are compelling reasons to seek a new coherent description of the Quantum Hall Effects (QHE). The theoretical descriptions of the 'Integer' (IQHE) and the 'Fractional' (FQHE) quantum Hall effects are very different at present, despite their remarkable phenomenological similarity.
