A Comprehensive Approach Combining Regulatory Procedures and Accident Data Analysis for Road Safety Management Based on the European Directive 2019/1936/EC

Abstract: The European Union policy for road safety management is based on the European Directive 2019/1936/EC. Among the safety management procedures and strategies, road safety inspections (RSI) are an effective tool for preventing accident risk and reducing crash frequency and severity for existing road networks. The European Transport Safety Council encourages the extension of these measures to the main urban and rural roads by the 5th Road Safety Action Programme. In light of the above, in this study, a safety perf… Show more

“…For instance, detailed crash data and its subsequent analysis can provide evidence for the authorities to detect black spot treatments and in designing appropriate improvement measures [32]. It is noteworthy to mention the European Union policy for road safety management emphasizes road safety inspections (RSI) based on crash analysis as an effective technique in reducing crash risk [33]. The government of India has taken cognizance of the situation due to the increased number of crash fatalities in recent years.…”

“…The European Union Directive on Road Infrastructure Safety Management [38] is also a strong example of the Safe System approach which refers to shared responsibility but does not include road users as sharing that responsibility. Vaiana et al [39] present a case study of improving road safety infrastructure based on this directive.…”

“…Naturally, by definition, in an Ultimate Safe System no one can be killed or seriously injured. Progress can be monitored through strong infrastructure-based analyses and interventions, for example, through road safety assessment processes such as iRAP or inspections [39,51]. Vaiana et al [39] present a case study based on the European Union Directive for Road Safety [38] which prescribes processes for strong systemic improvements of road safety.…”

“…Furthermore, a capacity increase of 7% was highlighted for the turbo roundabout in comparison with the standard configuration. The aim of the implementation of road safety audits in the design phase is to identify all road safety benefits and unsafe features of both schemes in a preventive way (before the operation stage) [24].…”
