“…(Yared, 2010). Because of the challenges in textile manufacturing, the garment factories often face shortages in raw material, yarns, fabrics and accessories and subsequently disrupt the production flow leading to longer lead times and cost as a major impediment in their operation (Staritz et al , 2016). “…Even though Ethiopia could be considered as a latecomer in the manufacturing sector in SSA, the recent progress in the value chain entitles it to be as a “Rising star” in the textile and apparel export sector and Africa’s largest raw material supplier for the leather industry. According to academic literature, Staritz et al (2016) apparel exports from Ethiopia have increased impressively, jumping almost eightfold from US$9m in 2009 to US$68m in 2014, and Yost and Shields (2017) suggest that export earnings have grown from US$60m to US$160m in the last five years, and the government has a target to reach US$1bn by 2020. ETIDI (2016) reports that the export share of textile and apparel business in total was 3.5 per cent in 2015, and for manufacturing sector, the export share was 23 per cent.…”

“…This research gap is evident in the apparel manufacturing sector of the fashion industry. While researchers such as Staritz et al (2016) and Van der Ven (2015) have examined the use of industrial policy in the fashion industry of developing countries, there remains the issue of understanding what constitutes the design and implementation of industrial policies that increased the competitiveness of the industry.…”
