A framework for assessing the value of information for health monitoring of scoured bridges

Abstract: It is generally accepted that climate-change is leading to increased frequency of extreme weather events worldwide, and this is placing heavier demands on an already aging infrastructure-network. Bridges are particularly vulnerable infrastructure assets that are prone to damage or failure from climate-related actions. In particular, bridges over waterways can be adversely affected by flooding, specifically the washing away of foundation soils, a mechanism known as scour erosion. Scour is the leading cause of f… Show more

“…The increased frequency of extreme weather events due to climate change is placing growing pressure on infrastructure networks worldwide, and many bridges on these networks are approaching the end of their design lives. There is an urgency among asset owners and operators to tackle these issues to ensure a sustainable future for these networks 8 .…”

“…This would inform decision-making on the need for installing a scour monitoring system (or not) on a given bridge and to select appropriate monitoring options (from Table 6) if proven beneficial (relative to the absence of such information). To this end, the value of information models (Giordano, Prendergast, & Limongelli, 2020;Klerk, Schweckendiek, Den Heijer, & Kok, 2019) can be employed to quantify the benefits (or not) of such decisions.…”

“…Scour reduces the elevation of the soil surface profile in the vicinity of bridge foundations, which affects the capacity and stiffness of these systems (Malekjafarian et al, 2020). The detection of scour and scour-related damage in structures is a problem that has received increasing research attention in recent years Fitzgerald et al, 2019aFitzgerald et al, , 2019bFoti & Sabia, 2011;Giordano et al, 2020;Ju, 2013;Kong & Cai, 2016;Li et al, 2020;Malekjafarian et al, 2020;Prendergast et al, 2016aPrendergast et al, , 2016bPrendergast et al, , 2017Xiong et al, 2018).…”

“…However, in these approaches, should stiffness loss be detected, then a visual inspection could be triggered to prompt asset managers to take a closer look. There have been developments in recent years in the area of quantifying the value of information to determine how decisions can be made related to intervention measures-see for example, Giordano et al (2020).…”
