A framework of leadership and managerial competency for preventive health managers in Vietnam

This study investigates whether trust in government policies has a mediation effect between the students’ perception of COVID-19 health risk and their life satisfaction. In order to test the mediation effect, this study utilizes data collected from undergraduate students at Tecnológico de Monterrey in Mexico by means of online survey. The survey yielded 95 usable data out of 97. The valid results were tested via generalized linear model (GLM) Mediation approach for the mediation. Empirical findings of Delta method affirm the mediation (estimate = 0.4445, β = 0.474, z = 3.699, p < .001) role of trust in government as a mediator between students’ perception of COVID-19 health risk and their life satisfaction. In other words, Mexican undergraduate students are of the view that trusting government plays a crucial role as a mediator between their perception of coronavirus health risk and life satisfaction. These findings may guide the governments’ policy making efforts and motivate them to support their initiatives with trust-building efforts.

Managerial competency is a fascinating field to continue to develop and study until now. UNDP is still formulating the Competency Framework until 2030 (United Nations, 2018). The popularity of this field stems from the flexibility and dynamic nature of organizational practices that have been born due to global development. Managerial competencies have three components: conceptual skills, human resources skills, and technical skills. In Indonesia, city governments find it difficult to determine the right person based on managerial competence, so the wrong person is placed to occupy a strategic position. Therefore, this research wants to determine the right proportion of the three components of managerial competency and their indicators. That was the background of this study: analyzing the proportion of these skills by taking case studies in 2 regions in Indonesia, namely the Tasikmalaya Regency and Serang City. This study sought to find what managerial competency models apply in Indonesia, especially those represented by the two cities/regencies in Indonesia. This study used mixed methods: quantitative methods for distributing questionnaires to Echelon/ Class III and IV officials in the two cities and qualitative for expert group discussions to validate that would strengthen the analysis. The time needed for this research is about one year (around February 2019- August 2020). The contribution of this research shows that when an area uses an ideal competency managerial model, it is easier to achieve its vision and mission. The study results indicate that the Tasikmalaya Regency is quite good in its managerial competence selection process. It can be seen from the proportion of the three sets of dynamically dispersed managerial competencies compared to the ideal model, in contrast to Serang City, which is still far from ideal conditions. Serang City must improve its managerial competency model to make it more ideal. This is needed so that organizations can deal with changing times, which tend to be exponential to maximize performance achievements.

PurposeHospitals need highly trained and competent managers to be responsible for the strategic development, overall operation and service provision. The identification and confirmation of core management competency requirements is a fundamental first step towards developing the competent management workforce for sustainable hospital service provision. This paper reports on the finding of a recent study focusing on identifying managerial competencies required by middle and senior-level managers in the public hospitals in Iran.Design/methodology/approachThe qualitative research design included position description analysis and focus group discussions with middle and senior-level public hospital managers in Iran. When analysing the identified knowledge, skills and attitudes, the validated MCAP framework was used to guide the grouping of them into associating management competencies.FindingsThe study identified 11 to 13 key tasks required by middle and senior-level managers and confirmed that the position descriptions used by current Iranian hospitals might not truly reflect the actual core responsibilities of the management positions. The study also confirmed seven core managerial competencies required to perform these tasks effectively. These core competencies included evidence-informed decision-making; operations, administration and resource management; knowledge of healthcare environment and the organisation; interpersonal, communication qualities and relationship management; leading people and organisation; enabling and managing change and professionalism.Research limitations/implicationsCompetencies were identified based on managers' perceptions. Views and experiences of other stakeholders were not captured.Practical implicationsThe seven core management competency identified in the current study provides a clear direction of competency development among senior and middle-level managers working at the Iranian public hospitals. The study also confirms that position descriptions do not reflect the actual responsibilities of current hospital managers, which are in need to urgent review.Originality/valueThis is the first study that has identified the core managerial competencies required by middle and senior-level hospital managers in Iran.
