Introduction: The changes occurring in the process of the psychiatric reform marked the fields of knowledge, assistance, legislation and culture, and we find in the changes of the culture field, one of the most successful resources to discuss with the society how to repair their relation with the mentally handicapped. The use of the culture in the context of the Psychiatric Reform could be understood as a way of trying to include the speeches produced by the serious mental illness experience in a tradition of knowledge, and new ways of care and social relations, trying to change the social imaginings on the stigma of mental illness. Considering Culture and Psychosocial Rehabilitation in the field of Mental Health, we try to analyze and understand how life experience of CAPS users changes, guided by life quality and existence and coexistence space, produced by the Project with their cultural manifestations. Objective: To indicate evaluation criteria of artistic and cultural actions of mental health services, identifying the processes of social inclusion and life quality of CAPS users. Method: Outlined as a case study in a qualitative and quantitative approach, using the focal group and the WHOQOLbref as instruments of data collection, The data were collected from the service managers to identify the study object, defining a São Paulo municipality CAPS as a scenario, with ten people who agreed to participate in the focal group and signed the TCLE, where six participants agreed to answer the WHOQOL-bref. The results were analyzed by the Speech Analysis Method, for the qualitative data, and by the Descriptive Statistics for the quantitative data. Results: The aspects explored in the focal group were : conception of cultural Project, culture and mental health, actions of the Project with occupation of territory and city spaces, changes in relationships with other people, with affective and social exchanges, behavior changes, overcoming insecurity and confidence increase, expansion of participation in other CAPS activities, discovery of new skills related to art and culture, the conception about health-disease, which changes with the Project, and questioning of the stigma regarding mental illness, and the possibility of social inclusion evidenced with mobility, social exchanges, expansion of their social networks and exchanges with projects of income raising. The analysis of the speeches shows that these aspects are confirmed as results achieved by the people who participate in the cultural Project. The WHOQOL-bref analysis indicated that the physical, psychological and the social relations domains have an average level of satisfaction for the life quality of the people and the environment domain has a high level of satisfaction. The total or global life quality also has an average level of satisfaction.
