Remote sensing technology significantly contributes to fisheries management and marine ecosystem preservation. The development disparities among countries create gaps that hinder sustainable fisheries and ecosystem protection. Assessing progress and efforts across regions and countries is crucial for sustainable development. Effective measurement methods are used to identify shortcomings, guide academic development, and strengthen partnerships. Tracking and highlighting partnership achievements is challenging due to the difficulties in quantification. The objective of this study is to create indicators for evaluating the community of international academic cooperation. We analyzed and examined the trend in national efforts and international partnerships before and after the Sustainable Development Goals (SDGs) were released in 2015 using bibliometric methods and bibliographic information from the Web of Science (WoS). The results show that tracking the progress and evolution of international collaborations in fisheries remote sensing research can be facilitated by employing quantitative indicators that measure international cooperation among coauthors, institutions, and countries. Additionally, the number of partnerships in each country displays a significant relationship with the country’s level of national development. A comparison of indicators developed by actors with different orientations can be used as a strategic reference for developing partnerships among countries. Academic research in developing countries that rely heavily on fisheries plays a critical role in preserving life below water (SDG 14). The achievement of this SDG can be enhanced through global partnerships (SDG 17).

Purpose The World Trade Organisation (WTO) Agreement on Fisheries Subsidies (AFS) requires all members to avoid subsidy policies and financial measures that weaken sustainability in fishing and instead divert public spending in such a way that it is more beneficial to fisheries sectors. This paper aims to argue that the WTO fisheries subsidies rules can be considered as a mechanism not only for achieving fisheries sustainability but also for supporting food security in Indonesia. Design/methodology/approach The methodology of this study consists of descriptive and analytical legal research that identifies the relation between fisheries subsidies and food security policies in Indonesia. Findings Fisheries subsidies policies in Indonesia focus on government support for small-scale fishers not only to promote fishing sustainability and marine resource protection but also to improve their ability to participate in food security strategies. Practical implications The elimination of harmful fisheries subsidies could be regarded as a mechanism for not only preserving and sustaining marine resources but also achieving food security in other developing countries. Originality/value The author’s knowledge of the United Nations Sustainable Development Goals (SDGs) is valuable in elaborating a new paradigm on how the WTO is achieving SDG 14 (Life below Water) and SDG 2 (Zero Hunger) in parallel by analysing Indonesia’s efforts to implement the AFS while also allocating public spending to fisheries sectors to accommodate food security.

Illegal, unreported, and unregulated (IUU) fishing is a significant global issue that threatens marine biodiversity, economic stability in coastal communities, and the international law of the sea and maritime law enforcement. This study analyzes the legal mechanisms and roles of international and regional arrangements in combating IUU fishing. It identifies enforcement challenges, resource limitations, and needs for capacity building as key gaps in the management of IUU fishing. This analysis focuses on a comprehensive identification of the current and enforceable laws within the international sphere. Furthermore, it specifically examines the legal framework of Bangladesh for IUU fishing and notes persistent enforcement and resource constraints. Challenges include enforcement gaps, inconsistencies in global coordination, and complexities in maritime jurisdiction. Bangladesh faces significant challenges with IUU fishing due to inadequate regulations, weak enforcement, and poor management. Foreign intrusions, unauthorized trawlers, and local violations exacerbate the depletion of crucial fish species and the loss of biodiversity. In the Bay of Bengal, the activities of Indian and Burmese fishermen within Bangladeshi territorial waters are leading to significant disturbances. These actions not only result in substantial economic losses for Bangladesh but also present major challenges due to their illegality. To effectively combat IUU fishing, Bangladesh requires robust legal frameworks, stringent monitoring, enhanced penalties, and international cooperation. Analysis and the identification of gaps in the case of Bangladesh can function as a pivotal guide for various stakeholders and may be employed as a critical model for academic and policy frameworks.
