This paper discusses the problem of the current user-select assignment strategy, and reviews the concepts of assignment o p t i m i z a t i o n r e l a t i v e t o f u t u r e spectrum u t i l i z a t i o n . The computerized Frequency Assignment Model, FAM, is a l s o presented. I t is used t o demonstrate the e f f e c t of two assignment s t r a t e g i e s ( t h e random and the optimum s t r a t e g i e s ) on the number of possible assignments i n a spec i f i c mobile radio band (152 MHz) i n the L.A. area.The results obtained for the two s t r a t e g i e s a r e compared w i t h the user s e l e c t s t r a t e g y .
