A modified two-process Knox test for investigating the relationship between law enforcement opioid seizures and overdoses

Abstract: Recent research has shown an association between monthly law enforcement drug seizure events and accidental drug overdose deaths using cross-sectional data in a single state, whereby increased seizures correlated with more deaths. In this study, we conduct statistical analysis of street-level data on law enforcement drug seizures, along with street-level data on fatal and non-fatal overdose events, to determine possible micro-level causal associations between opioid-related drug seizures and overdoses. For thi… Show more

“…For the Knox test, we use parameters δ=250 m and τ=21 days for the Knox statistic κfalse(τ,δfalse) (similar to the values used in Mohler et al, (2021)). In Figure 9, we see similar agreement between the L functions of random permutations, SOP permutations and the L function of the data.…”

“…Data consist of latitude, longitude, date and time of the incident and come from Indianapolis, Indiana, from 1 July 2018 to 31 December 2018. A space-time positive association between law enforcement drug seizures and overdose was observed in Mohler et al (2021). One hypothesis is that when law enforcement officers make an arrest for drug dealing and seize drugs, users may need to seek out alternative sources and may be at higher risk of overdose in the near future.…”

“…Hence, the model allows capturing how the intensity of the process elevates locally (in space and time) after the occurrence of each crime event. In addition, the use of such models has allowed the development of new versions of the Knox test that take into account the self‐exciting nature of crime data (Mohler et al, 2021).…”

“…Overdose events geographically cluster and likewise (Marshall et al 2020 ; Mohler et al 2021 ), firearm injury events cluster in (Branas et al 2017 ; Braga et al 2009 ) relatively small areas of cities (i.e., hot spots) (Magee 2020 ; Koper et al 2015 ). Thus, research on firearm injury, including homicide, has consistently focused on neighborhood conditions which include economic disadvantage (including deprivation and a lack of resources), residential instability, racial segregation, and the prevalence of firearm ownership, aggregated to neighborhood levels (i.e., census tract, county level), as causal mechanisms (Hepburn and Hemenway 2004 ; Sampson et al 1997 ).…”
