“…MCDA is used for decision-making in environmental policy due to the complexity of issues and the inadequacies of conventional tools such as CBA, cost-effectiveness analysis (CEA) and environmental impact assessment (EIA) for capturing the full range of impacts of capital project (investment/business alternative).
