Building energy codes are key policy tools for improving building energy efficiency by defining the minimum requirement for the energy performance of new buildings. In Korea, the building energy code was focused on prescriptive criteria for a long time but is now gradually introducing performance criteria. However, switching to performance criteria is not straightforward because of the resistance of the market to abandoning the well-consolidated prescriptive criteria. The objective of this study is to derive appropriate measures to strengthen the prescriptive criteria and the performance criteria, considering both the energy-saving effect and the economic efficiency for new office buildings and educational buildings to increase the market acceptance of the building energy codes. To this end, the energy-saving effects of reference buildings resulting from the reinforcement of the prescriptive criteria in the past have been first analyzed. Then, based on the collected energy performance parameters and cost data, the economic efficiency relative to the energy saving deriving from the application of passive and active energy conservation measures (ECMs) were analyzed, and future building energy code’s reinforcement measures were derived.

South Africa’s private sector - under significant pressure to become energy efficient and employ sustainability principles - has long been implementing energy saving mechanisms. Unfortunately, there seems to exist many misplaced incentives in South Africa's public sector that prevent it from embracing energy-efficient technology. With the falling cost of LED lighting and the rising cost of electricity, however, conversions are increasingly cost efficient. Effecting these changes are increasingly urgent given the national utility-imposed rolling blackouts and climate change concerns. The primary education sector is a particularly attractive test case, since money saved on utilities can be allocated to desperately needed value-adding services in schools. From a technical perspective, however, the cost-benefit of replacements and the range of options facing decision makers could be overwhelming. To assess the impact of replacing fluorescent lights with LED lights at schools in South Africa, we propose a model that draws on smart metering data, a bench-test assessment of available LED lights and tariff rates. The model was validated with field tests at three schools and used to assess the impact at seven local schools. The results show that the setup cost differs substantially from the life-cycle cost, and that buying the cheapest lights could prove to be the costliest decision over the light's life cycle. The results also show that lights contribute from 42% to 57% of electricity expenditure, and that monetary savings of 21% to 39% are achievable by replacing fluorescent tubes with the most efficient LED lighting option available.

Decarbonizing the urban environment has two significant challenges: Increasing electricity demand due to the electrification of space heating and increased renewables share in the electricity supply. The European Commission defines a new grid support mechanism for peak‐shaving products in renewed Electricity Market Design. This aims to enable a new market tool to stabilize electric supply and demand. This study examines a grid‐integrated thermal storage device's technical feasibility and economic performance to meet net zero building (nZEB) definitions. Alternative scenarios considering current national nZEB targets, present energy market options, and regulations are compared using the life cycle cost and the global warming potentials over the building lifetime. The results show that better building performance is possible even with a low investment increase of 6.7% compared to minimum building standards based on regulations. This enables older building cases to perform similarly with new building targets for Turkish National nZEB. Building electrification using heat pumps and thermal storage systems gives similar economic performances in the long term when a dynamic electricity tariff is available. Adapting the life cycle approach to decision‐making in construction contracts can lead to a 50% decrease in building emissions while staying within the same construction budget.
