A Multiobjective Approach to Locate Emergency Shelters and Identify Evacuation Routes in Urban Areas

Abstract: Evacuation planning is an important component of emergency preparedness in urban areas. The number and location of rescue facilities is an important aspect of this planning, as is the identification of primary and secondary evacuation routes for residents to take. This article introduces a multiobjective approach to identify these aspects of evacuation planning. The approach incorporates a multiobjective model into a geographical information systems-based decision support system that planners can access via th… Show more

“…They studied the location of the relief facilities and demand coverage in the response phase. In this eld, Al cadaAlmeida et al (2009) [11] focused on the evacuation as one of the most important centers, and proposed a model for evacuation planning during a disaster. Their proposed model includes locating shelters as well as evacuation of primary and backup paths.…”

“…Some researchers extend these models into various emergency scenarios. Alçada-Almeida et al [16] introduce a multi-objective p-median model to identify the number and location of emergency shelters as well as the evacuation routes that evacuees should follow. Huang et al [17] propose a variation of the p-center model based on the additional assumption that a facility could fail to meet demands that it is supposed to satisfy (e.g., if its capacity is exceeded or its functionality is reduced by damage or other factors), which is likely to happen to many facilities during large-scale emergencies.…”

“…Interactive decision support systems (IDSS) have been shown to be effective aids in analyzing complex, multiobjective location problems [15], [1]. Consequently, a GIS-based IDSS was developed to assist governmental agencies and the general public in understanding and analyzing the problem at hand.…”

“…There has been also a growing interest in the use of GIS tools to help analyze environmental problems [25]. The use of GIS has great potential to assist in the analysis of HAZMAT facility location issues given the spatial nature of the location decisions and the risks imposed by them [33], [31], [16], [9], [8], [35], [1].…”
