We provide a methodology to perform an extensive and systematized analysis of problems where experts voice their opinions on the attributes of projects through a hesitant fuzzy decision matrix. This provides the decision-maker with ample information on which he or she can rely in order to make the final decision, in the form of segments instead of numbers. These segments derive from weighted average of new parametric expressions for two tenable indices of satisfaction, the distance to an ideal or the similarity to an anti-ideal, and permit to give a profuse unified picture of the relative performance of the projects. When the parameter grows, these indices tend to replicate the evaluation by respective simplistic expressions that only depend on the least, resp., the largest, evaluation and the number of evaluations in each cell.

In recent years, the implementation of safety management has been increased in construction projects by institutions, and many companies have recognized environmental and social effects of injuries at project work systems. In this regard, a novel decision model is presented based on a new version of complex proportional assessment method with last aggregation under a hesitant fuzzy environment. The decision makers (DMs) assign their opinions by hesitant linguistic variables that are converted to the hesitant fuzzy elements. Also, the DMs' judgments are aggregated in last step of decision making to decrease information loss. Since weights of the DMs or professional safety experts and evaluation criteria are not equal in practice, a new version of hesitant fuzzy compromise solution method is proposed to compute these weights. In addition, the criteria weights are determined based on proposed hesitant fuzzy entropy method. A real case study in developing countries about the safety of construction projects is considered to indicate the suitability and applicability of the proposed new hesitant fuzzy decision model with last aggregation approach. In addition, an illustrative example is prepared to show that the proposed approach is suitable and reliable in larger size safety problems.

Projects and industrial activities developed by human beings generally affect their surroundings. For this reason, the efficacy of Environmental Impact Significance Assessment (EISA) method is increasingly demanded. There are multiple criteria involved in EISA problems that interact each other and may have either quantitative or qualitative nature. Classical approaches for EISA are not efficient in managing either uncertainty or different types of information, and the results obtained are numerical values difficult to interpret. The complexity of such problems and the uncertain information involved imply that experts sometimes hesitate among several values to express their assessments over criteria and they do not want to provide just one value, because it cannot reflect their hesitation. This brings about incomplete data in the experts' assessments. In order to deal with such situations, the concepts of hesitant fuzzy sets and hesitant fuzzy linguistic term sets have recently been introduced in quantitative and qualitative contexts respectively. Therefore, the aim of this paper is to define an EISA approach that allows managing heterogeneous information, including hesitant information. This approach provides a flexible evaluation framework in which experts can express their assessments, using different information domains that are unified in a linguistic domain by the 2-tuple linguistic model. It also obtains accurate results, which are easy to understand and interpret.
