A Novel Multiattribute Decision-Making Method Based on Point–Choquet Aggregation Operators and Its Application in Supporting the Hierarchical Medical Treatment System in China

Abstract: The hierarchical medical treatment system is an efficient way to solve the problem of insufficient and unbalanced medical resources in China. Essentially, classifying the different degrees of diseases according to the doctor’s diagnosis is a key step in pushing forward the hierarchical medical treatment system. This paper proposes a framework to solve the problem where diagnosis values are given as picture fuzzy numbers (PFNs). Point operators can reduce the uncertainty of doctor’s diagnosis and get intensive … Show more

“…In China, the rural population base is huge and rural medical talents are in great demand. In recent years, with the rapid development of the economy, more and more young people with high education background choose to move from the countryside to the city, which makes the rural medical "no successor" [1,10]. In the current study, we showed that the development of talent echelons of primary hospitals was worrying, which characterized by older age, lower educational background, and lower professional qualification.…”

“…Almost all medical workers could operate the electrocardiograph and have received a theoretical study on ECG. Classification, which according to the severity of diseases and the difficulty of treatment, was the essence of hierarchical diagnosis and treatment service system [1,10]. Medical institutions with different service capacities undertaken the treatment of different diseases and carried out timely and convenient referrals according to the changing conditions of patients [1].…”

“…In the hierarchical diagnosis and treatment system, the diagnosis of a patient's condition often involves multiple related indexes, which means it can be described in terms of a multiattribute decision-making (MADM) issue that can merely depend on the doctors' experience. Here, Zhang et al proposed a new set of picture fuzzy point-Choquet integral aggregation operators to resolve the MADM issue [ 22 ], which could provide further guidance and direction for enhancing our system.…”

“…With the acceleration of urbanization and the lagging supply capacity of grassroots health facilities in China, high-quality medical resources are concentrated in large hospitals, and primary medical institutions are seriously lacking in medical resources 32. The medical facilities in grade III, class A hospitals are much better than those in other small hospitals, and people prefer to go to the relatively high-level hospitals for treatment 33. Meanwhile, a treatment mode of “minor illness in the community, serious illness to the hospital, rehabilitation back to the community” has been established in China.…”
