This work presents an integrated decision support process based on Value-Focused Thinking (VFT) applicable to personal and organizational decisions. There are three main goals of this research: (i) present a methodological discussion on Value-Focused Thinking (VFT) and depict how it can contribute to support decision processes; (ii) present an integrated guide for a decision-support process based on VFT to help analysts and decision-makers in conducting decision processes; (iii) present applications of the proposed approach in a personal and a public management problem. This work delivers two main contributions: (a) a unified process that integrates different approaches based on VFT with a consistent structure for sequencing the stages of the decision-making process; and (b) examples that demonstrate the use of the proposed process in real problems and different contexts, presenting insights not thoroughly explored in the literature.

Because of hyper-complexity, a difficulty to define, multiple stakeholders with conflicting perspectives, and a lack of clear-cut solutions, wicked problems necessitate innovative and adaptive strategies. Operations research (OR) has been a valuable tool for managers to make informed decisions for years. However, as we face increasingly complex and messy problems, it has become apparent that relying solely on either hard or soft OR approaches is no longer sufficient. We need to explore more innovative methodologies to address these wicked problems effectively. This study has bridged the research gap by proposing a structured process encompassing a subdivision-based problem structuring method for defining the wicked problem, a multi-attribute decision-making (MADM) for prioritizing subproblems, and a hard OR technique, data envelopment analysis (DEA) for tackling one of the most critical subdivisions. The proposed methodology, the subdivision-based problem structuring method (SPSM), implemented in a case study, focuses on a higher education institution experiencing a decline in student admissions and involves five steps. First, a diverse group of stakeholders is formed to ensure the comprehensive consideration of perspectives. Second, the wicked problem is defined, considering long-term consequences, multiple stakeholders, and qualitative stakeholder opinions. Third, a hierarchical structure is created to break down the wicked problem into manageable subproblems. Fourth, a multi-criteria decision-making (MCDM) method prioritizes subproblems. Finally, the subproblems are addressed one by one using a combination of soft and hard OR tools. The findings highlight the benefits of integrating hard and soft OR approaches. The study concludes with reflections on the implications of using a combined OR approach to tackle wicked problems in higher education and beyond.

Este trabajo analiza la forma de facilitar el diseño de las intervenciones organizacionales de modo que permitan implementar acciones orientadas a mejorar el desempeño de sus procesos y productos. Las organizaciones de producción gestionan diversos sistemas para mejorar sus resultados globales, robustecer sus procesos y alcanzar los estándares requeridos. Se orientan a cuestiones vinculadas con la calidad, la seguridad en el trabajo, el mantenimiento de activos, la preservación del medio ambiente, entre otras. Cuando estás acciones fallan y no logran obtener resultados positivos se produce un desgaste que afecta el aprendizaje y la autoestima de la organización. Algunos autores aseguran que el porcentaje de sistemas que presentan fallas de distinto tipo pueden alcanzar niveles superiores al ochenta por ciento. Las causas son diversas, habitualmente se relacionan con desviaciones respecto de las condiciones de trabajo requeridas, conformación inadecuada de los grupos participantes, incertidumbre en la información disponible o errónea asignación de significados a las acciones necesarias. Frente a estas dificultades, el trabajo propone actividades destinadas a facilitar el diseño de intervenciones organizacionales mediante la aplicación de una plataforma que permite integrar distintos métodos, tanto de los propuestos para la gestión de procesos productivos como de los surgidos en la Investigación de Operaciones. La propuesta se ejemplifica con una aplicación real sobre un proceso productivo autopartista. Allí se identifican herramientas que se pueden aplicar en cada una de las etapas del problema ejercitado. Los resultados, las limitaciones del análisis y los hallazgos de la experiencia se resumen en las conclusiones.
