The increasing use and prominence of web archives raises the urgency of establishing mechanisms for transparency in the making of web archives to facilitate the process of evaluating a web archive's provenance, scoping, and absences. Some choices and process events are captured automatically, but their interactions are not currently well understood or documented.This study examines the decision space of web archives and its role in shaping what is and what is not captured in the web archiving process. By comparing how three different web archives collections were created and documented, we investigate how curatorial decisions interact with technical and external factors and we compare commonalities and differences.The findings reveal the need to understand both the social and technical context that shapes those decisions and the ways in which these individual decisions interact. Based on the study, we propose a framework for documenting key dimensions of a collection that addresses the situated nature of the organizational context, technical specificities, and unique characteristics of web materials that are the focus of a collection. The framework enables future researchers to undertake empirical work studying the process of creating web archives collections in different contexts.

Em busca de uma solução para compreender as razões pelas quais alguns recursos presentes em websites não são possíveis de serem arquivados pelas ferramentas de captura, surgiu o conceito de arquivabilidade da web. Apresentamos este estudo que propõe iniciar uma discussão acerca do tema, a partir do método CLEAR+ e da ferramenta ArchiveReady, e verifiar sua aplicabilidade a partir da identifiação de websites da área da saúde, com testes de preservação digital por meio do arquivamento da web. A pesquisa confiurou-se como estudo de caso, com procedimentos envolvendo pesquisa bibliográfia e documental, bem como o uso de software para identifiar arquivabilidade dos sites. Conclui-se que tanto os testes de arquivabilidade quanto os de arquivamento da web apontam para poucas difiuldades de captura, em pequeno grau, sugerindo-se, portanto, que para atingir uma melhor qualidade de captura sejam adotados padrões de conformidade na produção dos websites, de acordo com o estabelecido pelo World Wide Web Consortium.

This paper explores the art and science of deciding what web archives collect by reviewing the literature of archival appraisal through the theoretical lens of Science and Technology Studies. I suggest that our anxieties around what web archives remember and forget, get embodied in dreams (and nightmares) of Big Data and The Cloud. These notions are best understood by attending to the specific material practices of people working with memory and machines. The disciplinary perspective of software studies can provide insight into how these material practices of appraisal operate in response to, and outside of traditional conceptions of the archive, and also as an instrument of governmentality.
