A robust multi-objective model for healthcare resource management and location planning during pandemics

Abstract: In this study, we consider the problem of healthcare resource management and location planning problem during the early stages of a pandemic/epidemic under demand uncertainty. Our main ambition is to improve the preparedness level and response effectiveness of healthcare authorities in fighting pandemics/epidemics by implementing analytical techniques. Building on lessons from the Chinese experience in the COVID-19 outbreak, we first develop a deterministic multi-objective mixed integer linear program (MILP) w… Show more

“… Eriskin, Karatas, & Zheng (2022) propose a robust optimization approach to optimize location, size, and resource allocation for new pandemic hospitals. As in this paper, Eriskin et al. (2022) focus on multi-product resource allocation problem, however, the objective function minimizes facility costs, patient rejection rates, and travel distance, rather than explicitly considering infection risk.…”

“…Робастность в управлении системой здравоохранения проявляется как отражение влияния изменения набора показателей на один определяющий. И, учитывая, что первой по значимости группой показателей являются показатели социальной эффективности (уровня жизни), в качестве зависимой переменной нами был взят показатель продолжительности жизни [17].…”

“…We utilize the linear scalarizing approach to aggregate the objective functions, therefore, the aggregated objective function that is formulated as the weighted sum of these objectives is given in equation ( 3). Objective terms are multiplied by normalization factors 𝜃𝜃 𝑔𝑔 to remove the scaling effect caused by the incommensurability of the objectives (Eriskin et al 2022) where 𝑧𝑧 𝑔𝑔 𝑁𝑁 and 𝑧𝑧 𝑔𝑔 𝑈𝑈 represent the Nadir and Utopia points of objective 𝑔𝑔. These points correspond to the maximum and minimum attainable values by these two objective terms, respectively.…”
