This white paper is an outgrowth of a National Science Foundation (NSF) Project Scoping Workshop, the purpose of which was to assess the current status of calculations for the nuclear matrix elements governing neutrinoless doublebeta decay and determine if more work on them is required. The recent effort to define the United States' role in ton-scale experiments, together with the conclusion in 2021 of the Department of Energy (DOE) Topical Collaboration on neutrinoless double-beta decay, made such an exercise extremely timely.The main conclusions of the workshop can be summarized as follows:
