A three-stage stochastic optimization model integrating 5G technology and UAVs for disaster management

Abstract: In this paper, we develop a three-stage stochastic network-based optimization model for the provision of 5G services with Unmanned Aerial Vehicles (UAVs) in the disaster management phases of: preparedness, response and recover/reconstruction. Users or devices on the ground request services of a fleet of controller UAVs in flight and the requested services are executed by a fleet of UAVs organized as a Flying Ad-Hoc Network and interconnected via 5G technology. A disaster scenario can create difficulties for th… Show more

“…Moreover, artificial intelligence is already in use to streamline real-time or near real-time detection of wildfires in poorly accessible areas ( 97 , 98 ). State-of-the-art robots provide situational awareness, and autonomous systems operating closer to the fireline are under development for improving information management ( 99 ). The integration of satellite imagery with feeds from other sources, such as thermal, surveillance and traffic cameras and weather stations, they can vastly accelerate information management in the Emergency Operations Centers of the next decade.…”

“…Some authors classify disaster response into 3 phases: preparedness, response, and mitigation [ 41 ]. The studies included in this review exclusively examined the use of mobile apps during the recovery phase of disaster management.…”

“…Within this context, unmanned aircraft systems (UASs) are being progressively tested to support civil protection in the post-disaster activities related to humanitarian relief, damage mapping ( [4][5][6][7][8][9][10][11][12]) and, in general, the mitigation of disaster impacts ( [13,14]). Landslides monitoring ( [15]), logistic or search and rescue operations ( [16][17][18][19][20]), ground network communications restoration ( [21][22][23]) and damage assessment (also assisted by AI technologies) for the usability evaluation of structures [24][25][26][27][28][29]) are some of the specific fields of application.…”

“…Although the majority of the above-mentioned applications involve the use of single UAS (sometimes custom-made for research goals), the employment of multiple UASs (fleets) supporting emergency management is recognized as a powerful solution by different works and on-site applications ( [21,[30][31][32]).…”
