A Turbo Drive for the Global Reduction of Energy-Related CO2 Emissions

Abstract: Abstract:The Copenhagen Accord performed a seizure in the COP ungainly crawl. The Accord's urgent combat against climate change and deep cuts in emissions require a policy reversal, ending the zero sum games on pledged caps, creating clarity on immediate marching directions and eliciting worldwide action by today's operational institutes at all levels. For reducing energy-related CO 2 emissions, all turbo drive components are available. First the global 2 °C ceiling needs translation into, by country, marching… Show more

“…Building on adoption of a global coal phase‐down target, parties should commit to develop national phase‐down plans as part of their NDCs and long‐term strategies. Regarding fossil fuel subsidies, parties could follow a two‐step process as outlined by Verbruggen (2011). In a first step, parties would commit to providing full transparency on all governmental levies and subsidies related to high‐emission and low‐emission activities respectively.…”

“…First, it seems recommendable to adopt contributions related to economic inputs such as energy sources, in particular to improving the energy productivity of economies and decreasing the CO 2 intensity of energy provision (Verbruggen, 2011). Improving energy productivity and scaling up clean energy may dovetail more directly with what is seen as being in the national interest than emission targets.…”

“…Ideally, countries should commit to 'climate budget reform' (Verbruggen, 2011), progressively phasing out fossil fuel subsidies and phasing in levies on fossil fuels and/or emissions. The speed and form of the budget reform would be left to countries to determine, but progress would be monitored internationally.…”
