Access to brazilian higher education from the perspective of social justice and human rights

Abstract

The aim of this paper is to recompose access to higher education in the social justice arc, and the problem of the distribution of a good as education is constituted by a criterion that allows greater access to higher education. In a context of Social States whose constitutions cover education as a social right, the Brazilian case is analyzed in historical perspective until it reaches the current issue that involves access to higher education from the quotas. For this, the case study is used to verify that the problem of access to higher education has not been solved given the institutional permanence of paradigm of individual merit, something proposed in the Universal Declaration of Human Rights of 1948 and maintained in the Constitution of the Federative Republic of Brazil.
