Police of Ukraine regarding the respect for the rights and freedoms of citizens, ensure optimal living conditions, well-being, and order and legality in the state. In the Law, the updated terms “public security and order” were introduced to replace the fixed terms “public security” and “public order”, which caused a lively and still ongoing discussion in scientific circles, and in some places, even disagreement with the innovations. The arbitrary combination of the two terms into one word combination is still unclear, in some regulations “public” (civic) is used at the same time, with the latter taken in parentheses, thereby confirming the semantic similarity and the impracticality of simultaneous use. The purpose of this study was to analyse various scientific views, opinions of practitioners on the content and expediency of using the terms “public (civic) security and order” and their phrases. During the study, scientific methods were employed, which allowed obtaining reasonable conclusions, including system method, hermeneutics, analysis and synthesis, terminological, formal legal, and comparative legal methods. Various literature was processed, including special literature, various scientific sources, provisions of the Constitution of Ukraine, Laws, Decrees, orders, etc., on the subject under study. Based on the study results, there are discrepancies and a lack of consensus regarding the use of the terms “public (civic) security and order”, the legislators did not define these terms in the Law of Ukraine “On the Militia” and the Law of Ukraine “On the National Police”. Proceeding from the processed array of data on the use of the terms “civic security” – “public security”, “civic order” – “public order”, the authors of this paper justified the need for their unification through changes to the entire array of laws, resolutions, orders, etc., that are directly or indirectly related to organizing the work of law enforcement agencies in terms of securing law and order

The paper considers the genesis of the theory of the concept of state security in Ukraine, its legal dimension, the definition of a set of state bodies, each of which has its own competence. Based on the fact that the most acceptable definition of the state is its definition as an organization of political power, it is noted that the security of the state as a system of political power in Ukraine depends on its political, economic, scientific and scientific-technological components. The author notes that the term «state security» is defined as a qualitatively defined by law state of functioning of the state as a political institution of power, which is achieved by predicting, preventing, detecting and minimizing the negative impact of existing and likely threats to the main features of the state, sovereignty, monetary and tax systems) and allows the state to effectively implement its social purpose to ensure the further development of the individual (citizen), society and the state. Thus, the hypothesis that the security of the state as an apparatus of power and management is provided by a large number of its bodies, each of which has its own competence, finds its preliminary confirmation. In the future, the author substantiates this in more detail on the example of other theoretical developments and existing legislation. The paper identifies the components of Ukraine’s security in the spheres of its life: politics, economics, the military, etc. In the modern world, the driving force of the economy is qualitatively new knowledge, so the structure of the economy as innovative can be reduced to the following formula: general economy = economics of science + scientific and technological economics + economics of material production. Economics, in our opinion, can be schematically represented as follows: economics of science (information => information resources => innovation => qualitatively new knowledge => intellectual resources), scientific and technological economics and economics of material production. That is, the security of the state depends primarily on its political component to ensure the economic security of society. Political security is a qualitative state of the political system of society, which should be determined by law. Economic security — reliable protection of national and state interests in the economy from real and potential internal and external threats, and in the first place — direct and indirect economic losses. The security of the state as a system of political power in Ukraine depends on its political, economic, scientific and scientific-technological components, which are the foundation of Ukraine’s innovation policy.
