Agents intentionality, capabilities and the performance of systems of innovation

Abstract: The performances of different Systems of Innovation (SI) vary substantially due to the fact that, apart from the differences in the underlying technologies, institutions, etc., there are specific causes at work. In particular, we refer to the intentionality of the agents interacting within a System of Innovation to find out the relationship between agents’ goals, and the SI’s performance. The underlying thesis is that agent intentionality is a necessary condition for a substantive explanation of the dynami… Show more

“…Yet we find these definitions insufficient for understanding AI agency. Artificially intelligent entities can exercise agency through their performativity, that is, by doing things that are outside the control of users or other artificial or human agents and when agents' actions materialise through their intentionality and reflexivity, objectives can be achieved (Muñoz & Encinar, 2014). The more AI gains autonomy and agency, the more it will be responsible for its own development (Armstrong, 2017;Turchin & Denkenberger, 2020).…”

“…A study by Mack and Mayer (2016) shows that the lack of coherence can impede the development of EEs. This can arise from the innovations that entrepreneurs introduce into the ecosystem (Muñoz and Encinar, 2014).…”

“…Additionally, the "global" state of the system (the economy) is also the outcome of the intentional action loaded with the expectations of the agents. This state is something that agents are producing and, for this reason, it is not a mere "external" or "objective" reality, but the effective reality that agents are producing from their subjectivity (Muñoz and Encinar 2014b).…”

“…However, in true dynamic processes, the common situation is the presence of goal conflicts. Muñoz and Encinar (2014b) and Kallerud (2011) provide some examples.…”
