Air Transport System Agility: The Agile Response Capability (ARC) Methodology for Crisis Preparedness

Abstract: Aviation is a highly inter-connected system. This means that a problem in one area may cause effects in other countries or parts of the Air Transport System (ATS). Examples range from local air traffic disruptions to the 2010 volcanic ash crisis. Agility, like resilience, refers to the ability to cope with dynamics and complexity in a flexible manner, by adjusting and adapting performance and the organization of work to fit changing demands. The aim of this work is to help ATS organizations with increasing the… Show more

“…The mobilization of social science expertise alongside the expertise already dominant in pandemic planning is also key to facilitating public engagement” (20, p. 181–182). Along these lines, a new preparedness philosophy might emerge from the COVID-19 pandemic, maybe revolving around a “whole-of-organizations” approach, aiming at fostering organizational capacities in responding to cross-sectoral crises [ 80 ].…”

“…b,c,f (Hammer sim#2 questionnaire) All these aspects taken together means that the different groups had to coordinate their actions and mission to a higher degree than what is customary in regular simulator training. 51,63 This is a major skill for being successful in controlling dynamic systems and hence being successful in accomplishing a mission. The LVC-T scenario therefore shows promise with the allocations that were made of L-, V-, and C-entities and their tasks to provide training value to both L-and V-entities.…”

“…Groenendaal and Helsloo (2020) have introduced an approach based on the concept of 'anticipated improvisation' as an extension of conventional BCM, which enhances the organisational adaptive capacity to deal with unpredictable major impact events. This approach recognises the need for organizations to be agile (Woltjer et al, 2022) and flexible in response to dynamic environments, while also being able to anticipate and prepare for unexpected disruptions. By embracing complex adaptive systems models, organisations can better navigate the challenges posed by complex and unpredictable events, ultimately improving their resilience and ability to survive and thrive in the face of adversity.…”
