Allocative efficiency of rural water supply – a globally flexible SGM cost frontier

Abstract: This contribution investigates the efficiency of water suppliers in rural areas of East and West Germany. A non-radial measure of input specific allocative inefficiency is used to reduce the distributional dependency with respect to the inefficiency parameters. It is based on the demand system of a flexible cost function for the variable inputs labour, energy and chemicals modelled by applying a modified symmetric generalized McFadden functional form. Concavity restrictions, as required by economic theory, are… Show more

“…Using cross-sectional data on 2 different groups of production units we are interested in the relative technical efficiency of the two groups and the effects of imposing functional regularity. 18 We use a simple model based on KUMBHAKAR (1989) and SAUER/FROHBERG (2005) and compare the estimation outcome for different functional specifications. The production structure of a representative sample of producers is therefore assumed to be described by:…”

“…First of all, different authors (see, e.g., Clagget 1994; Ashton 2000; Garcia and Thomas 2001;Sauer and Frohberg 2007) find empirical evidence for economies of scale in the water sector, which supports the "verticalization" of the water companies by linking the distribution sector to water sales.…”

“…From the late-1990s onwards, academic research into performance measurement of water utilities extended beyond the United States and United Kingdom. Analysis of water utilities was conducted in countries such as Korea (Kim & Lee, 1998), Canada (Renzetti, 1999), Italy (Fabbri & Fraquelli, 2000;Fraquelli & Giandrone, 2003), France (Garcia & Thomas, 2001), Japan (Mizutani & Urakami, 2001), Peru (Corton, 2003), Germany (Sauer, 2005;Sauer & Frohberg, 2007), Portugal (Martins, Fortunato, & Coelho, 2006), and Brazil (Nauges & van den Berg, 2007). Abbott and Cohen (2009) provide an extensive list of early international literature.…”
