Importance of temporary and permanent snow for new second homes

This study investigates empirically how natural snow depth and permanent snow affect the number of new second homes in Norway. One out of four Norwegian municipalities is partly covered by glaciers and permanent snow. In the winter seasons of 1983–2020, there is a decline in snow depth from 50 to 35 cm on average (based on 41 popular second-home areas in the mountains). Results of the fixed effects Poisson estimator with spatial elements show that there is a significant and positive relationship between natural snow depth in the municipality and the number of second homes started. There is also a significant and negative relationship between the number of new second homes in the municipality and a scarcity of snow in the surrounding municipalities. However, the magnitude of both effects is small. Estimates also show a strong positive relationship between the proportion of surface covered by permanent snow or glaciers in the municipality and new second homes. This implies that a decline in permanent snow and glaciers may make these areas less attractive for the location of second homes.

The introduction of the Internet in the 2000s was believed to be an effective solution for helping rural economies but previous studies found mixed results. Following the prevailing COVID‐19 pandemic, the idea has surfaced that broadband accessibility would result in an increasing number of people and firms relocating to smaller towns and rural areas. In this study, we provide new evidence on the impact of ultrafast broadband on rural economies by considering industrial and spatial heterogeneity. To achieve this, we evaluated the impact of the French Very High‐Speed Broadband Plan on business startups in rural municipalities between 2013 and 2018 using difference‐in‐differences with prematching. The evidence reveals that positive broadband effects are limited to municipalities with good initial conditions in terms of local economic climate, natural amenities, and demographics. From a policy perspective, our results suggest that broadband is not a panacea, and focusing on broadband access only is likely to have little impact in structurally weak rural areas.

The present paper assesses the strategic significance of transition to the multifunctional vector of sustainable development for rural territorial entities. The study outlines perspective research areas to examine the phenomenon of sustainable rural development. The purpose of this study is to develop a methodological approach to the implementation of sustainable rural development strategy in the context of the COVID-19 pandemic. The goal of this study was achieved through the development and implementation of a comprehensive research project that combines the advantages of desk and field research. Designing a cluster scenario of sustainable rural development exploited a multidimensional statistical analysis, scenario forecasting and foresight methods. The study used a systematic approach focused on the main elements of rural areas, their exogenous and endogenous factors of functioning and interconnection, the current state, weaknesses and strengths in identifying strategic priorities for sustainable development. In turn, the system analysis relied on conducting explicit examination and evaluation, subsequent expertise, and working out a rural development strategy. Rural areas of the Non-Chernozem zone of the Republic of Bashkortostan were chosen to approve the developed methodological approach. The main findings of this study include: overview of the previous research on strategic planning of sustainable rural development; justification of the integrated application of presentday methods of economic research to take "mainstream" directions for functioning of rural territorial
