The coming fourth industrial revolution means many inevitable changes in firms' competition and the challenges they pose to industrial and competition policies. Therefore, to examine how it is going to affect competition and competition policy, this paper reviews the related literature of industrial policy, industrial organization and new trade theory. For this purpose, employing the semi-systematic review method, the report explores the theoretical background of the Industry 4.0 policy carried out by the EU, how it affects its competition policy and what threats it imposes to competition between firms. We have come to conclusions that the fourth industrial revolution might be quite challenging for the sustainability of firm's competition and the structure of industry and markets. However, the 'soft' EU industrial policy adequately addresses this problem by supporting SMEs with innovation and R&D to ensure sustainable competition in the long term.

The study is aimed at assessing the impact of several indicators of investment appeal, namely, domestic research and development expenditure and the rate of employment, on the inflow of investment to a region. The Russian regions' data were used to run factorial analysis of variance of investment in fixed assets against the variance of R&D expenditure and rate of employment: factors' influence was estimated significant with a greater impact from domestic R&D expenditure on the capital expenditure. The study proves that investors, when making decisions about investing their funds, pay attention primarily to the extent of intellectual potential development in a region, rather than to labor availability. Consequently, the strong influence of this factor on the inflow of investment makes it possible to conclude that regions that have reached the greatest level of intellectual potential development have every reason to be the most attractive for investors.

The article discusses the features and contradictions of clustering and innovative development, as well as the integrated approach to regulation of clustering processes at the regional level. The author's approach to the development of an integrated clustering model of the economic space of the Russian regions is to consider innovative clusters as the fundamental segments of innovative economy. Within the framework of the study comprehensive methodology for assessing the innovative potential of regions is considered. The article deals with the analysis of economic, financial, scientific and technological conditions for regulating clustering processes and innovative development on example of the Volga region. The scientific novelty of the work lies in the method of complex analysis of the potential of innovative development of regions. The proposed methodology includes both indicators for assessing the factors of formation of a new innovative economy, and indicators of the effectiveness of innovative development, which form the technological and resource reserve for further economic development of the region. The advantage of using proposed methodology is the possibility of separating for each economic district and interregional cluster the leading regions, which acts as the center of innovative transformation of the economic space of the neighboring regions.
