The critical worldwide problem of adapting urban transport planning to COVID-19 is for the first time comprehensively addressed and solved in this study. It primarily aims to help transport planners increase the resilience of transport systems. Firstly, a multi-level decision-making hierarchy structure based on four main criteria and 17 sub-criteria is introduced for relevant stakeholders to provide a practical framework for assessing existing transport plans. Then, a three-stage integrated Fermatean fuzzy model for adapting urban transport planning to the pandemic is presented. The model hybridizes the method based on the removal effects of criteria (MEREC) and combined compromise solution (CoCoSo) method into a unique methodological framework under the Fermatean fuzzy environment. A case study provides decision-making guidelines on how to adapt transport plans to COVID-19 in the real-world context of Belgrade, Serbia. The research findings show that the pandemic significantly changed the priorities of transport planning strategies and measures. “Non-motorized travel” is now the best alternative since its numerous short-term measures lead to better transport service. The major advantages of the introduced model are higher flexibility and a more precise fusion of experts’ preference information. The integrated Fermatean fuzzy model could be used for adapting other emerging problems to COVID-19.

The paper puts forward a mixed integer linear programming model to support the long-term planning and budgeting for renewal and capital improvements of residential buildings, i.e., to select the optimal sequence of repair and improvement actions over a predefined planning horizon. The input is provided by the evaluation of the building performance according to a set of criteria. Then a set of possible repairs, replacements and improvements needs to be proposed together with the estimates of their cost and benefits; the latter are expressed by increments of building performance ratings according to predefined criteria. The renewal and modernization measures are not mutually independent: at least some of them are complementary and should be carried out in a specific order. The optimization problem was to define the order of renewal/improvement measures resulting with the highest benefits available within the budget, or to achieve the required levels of building performance at the lowest cost. A unique feature of the model is the approach to the constraints on sequential relationships between the measures and to their selection. The model can be used to construct long-term renewal and capital improvement plans.

Nowadays fuzzy approaches gain popularity to model multi-criteria decision making (MCDM) problems emerging in real-life applications. Modern modelling trends in this field include evaluation of the criteria information uncertainty and vagueness. Traditional neutrosophic sets are considered as the effective tool to express uncertainty of the information. However, in some cases, it cannot cover all recently proposed cases of the fuzzy sets. The m-generalized q-neutrosophic sets (mGqNNs) can effectively deal with this situation. The novel MCDM methodology CoCoSomGqNN is presented in this paper. An illustrative example presents the analysis of the effectiveness of different retrofit strategy selection decisions for the application in the civil engineering industry.
