Suitability of a Consensual Fuzzy Inference System to Evaluate Suppliers of Strategic Products

This paper designs a bidding and supplier evaluation model focused on strategic product procurement, and develops their respective evaluation knowledge bases. The model is built using the most relevant variables cited in the reviewed procurement literature and allows to compare two evaluation methods: a factor weighting method (WM) and a fuzzy inference system (FIS). By consulting an expert panel and using a two-tuples symbolic translation system, strong fuzzy partitions for all model variables are built. The method, based on central symmetry, permits to obtain the fuzzy label borders from their cores, which have been previously agreed among experts. The system also allows to agree the fuzzy rules to embed in the FIS. The results show the FIS method's superiority as it allows to better manage the non-linear behavior and the uncertainty inherent to the supplier evaluation process.

With the development of cloud computing, more and more resources are provided in the form of cloud services. Then how to select suitable cloud service for users without professional knowledge has become an important issue. Existing cloud service selection models are usually considered as QoS-aware evaluation focused models. In practice, the QoS attributes have problems like subjectivity, vagueness, and uncertainty, and a range of formats are involved to describe QoS attributes. Therefore, it is necessary to consider the heterogeneous formats of QoS attributes in cloud service selection process. The aim of this paper is to develop a novel cloud service selection approach using entropy weight and GRA-ELECTRE III that can handle heterogeneous QoS attributes simultaneously. In the proposed approach, heterogeneous QoS attributes are handled simultaneously by being transformed into intuitionistic fuzzy numbers; the relative weights of QoS attributes are calculated objectively by the extended entropy measure method under intuitionistic fuzzy environment; and cloud services are evaluated by GRA-ELECTRE III integrated method under intuitionistic fuzzy environment. Experimental results show that the proposed approach has good stability and discrimination in dealing with heterogeneous data and can effectively avoid compensation between attributes.

The development of e-commerce site operators in Indonesia is now faced with intense competition for defending the market segment, especially regarding how e-commerce sites are attracting consumers through specific marketing strategies. This study implements a decision support system approach to help marketers to determine price discount alternatives using the Elimination et Choix Traduisant la Realite (ELECTRE) method. The ELECTRE method is widely recognized for having good performance in analyzing customer behavior criteria; however, there is little information about discount analysis using the ELECTRE method. This study implements a method for consumer behavior simulation that can be affected by the criteria to make a purchase on a simulated e-commerce website. Our model estimates three parts of the matrices' analysis: (a) average value of discounted price (DP); (b) average value of product brand (PB); and (c) average value of purchase decision (PD). We used these as the main alternatives; e.g., price discounts as first alternative (A1), brand discount as second alternative (A2), and purchase discount as third alternative (A3). Based on the results of the dominant aggregation matrix, the study found that the results are dominated by brand discount (A2). In other words, it is recommended for the decision maker to focus their discount on certain brands more precisely as a marketing strategy than price discount or purchase discount.
