“…RANET is a USAID-funded dem-onstration project, which includes the Soudano-Sahel nations of Senegal, Niger, and Chad, along with three nations in eastern and southern Africa. (Kirshen and Flitcroft 2000;Ingram et al 2002), no progress has been made for drought-prone West Africa since Glantz's (1977) responses to several hundred questionnaires administered in the region, the study identifies the sources and pathways of climate information flow, and assesses the accessibility to such information among rural inhabitants, planning agencies, and policy makers 30 yr after the zone was first devastated by a drought that triggered the subsequent global focus on extreme regional climate variability (Lamb 2002 (Hess et al 1995;Bello 1996). Such high variability complicates the rain-fed agricultural activities and cattle herding on which a large majority of the population depends, making the socioeconomic fabric of the zone highly tenuous.…”
