Efficacious product development is a critical issue faced by medical device manufacturing industries. Indian medical device industry is in nascent stage constituting of 75 % imports indicating diminutive device development activities unlike other sectors of manufacturing which are vigorously making forays through indigenous product development. The objective of this paper is to identify barriers to medical device development (MDD) and develop a structural model of it. 11 most significant barriers are identified using opinions of MDD experts and the literature review. They are further ranked by 33 experts through questionnaire survey. The mutual relationships among the barriers are established based on opinions of one group of experts using interpretive structural modelling (ISM) approach. The barriers are quantified using reachability matrix and further categorised as: autonomous, dependent, linkage and driver barriers using MICMAC analysis based on the mutual influence and dependence. The model is further validated by another group of MDD experts. Combination of ISM and MIC-MAC analysis gives a high level contextual relationship among the barriers identified. The barriers have compounding effect. Dependent barriers have higher dependence and present resulting actions. The driver barriers have high driving power and low dependence indicating need for systematic plan of action. Identification of barriers to MDD and developing the contextual relationships among them is a unique effort. It will provide an aid to the top management, developers and policy makers to develop strategies for MDD. Moreover, it will assist to accelerate indigenous contribution towards MDD which will ultimately deepen the penetration of low cost and better quality medical care for larger part of the population. This paper develops a model of barriers to MDD in India; which can be customised for other sectors and contexts.

Multiple criteria decision-making (MCDM) is considered as a complex decisionmaking (DM) tool involving both quantitative and qualitative factors. In recent years, several MCDM techniques and approaches have been suggested to choosing the optimal probable options. The purpose of this article is to systematically review the applications and methodologies of the MCDM techniques and approaches. This study reviewed a total of 393 articles published from 2000 to 2014 in more than 120 peer reviewed journals (extracted from Web of Science). According to experts' opinion, these articles were grouped into 15 fields. Furthermore, these articles were categorised based on authors, publication date, name of journals, methods, tools, and type of research (MCDM utilising research, MCDM developing research, and MCDM proposing research). The results of this study indicated that in 2013 scholars have published articles more than in other years. In addition, the analytic hierarchy process (AHP) method in the individual tools and hybrid MCDM in the integrated methods were ranked as the first and second methods in use. Additionally, the European Journal of Operational Research as the first journal with 70 publications was the significant journal in this study. Finally, energy, environment and sustainability were ranked as the first areas that have applied MCDM techniques and approaches.

Collaborative Planning, Forecasting and Replenishment (CPFR) as an interconnection scheme between organizations has been shown to have significant benefits. Since its inception in the 1990s, its uptake has been lower than originally predicted. This paper identifies the major barriers and their interrelationships in CPFR implementations with a focus on high-tech industries. Interpretive Structural Modeling (ISM) is used with a group of CPFR experts from industry/academia and Matrice d'Impacts Croisés Multiplication Appliquée àun Classement (MICMAC) analysis to identify the driving and dependence powers. The paper identified 45 CPFR barriers and classifies them into four categories based on expert opinion, with only 13 of these determined to be significant. The results indicate that in terms of categories, managerial barriers are a significant root cause for both process and cultural barriers and CPFR implementation difficulties. It also indicates that although the importance of information technology to launch collaborative schemes has been addressed by many scholars, technology alone is not the complete solution for successful CPFR implementation. The paper has significant practical implications for organizations as it identifies the main CPFR barriers and their causal relationships. This will help firms in the process of CPFR strategy development particularly for mitigation strategies for dominant barriers.
