This research aims at empowering teachers' learning to develop innovative skills for students at high schools under the Office of the Basic Education Commission. It is one of the research projects in the research series regarding 21st century skills which are the outcomes of the advancement of digital technology as well as society becoming knowledge-based in the 21st century by processing many different views which have been proposed globally across the Internet and sorting them to create educational innovation. The objective of the research and development methodology is to develop an individual which will then lead to the development of the work; provided that a person who has knowledge is then encouraged to put it in action, it will supposedly result in more efficient work according to the concept of "knowledge + action = power". This concept itself has led to the study's idea of "empowering teachers' learning and applying the results in their teaching". Therefore, the result of the study is an educational innovation called “online self-training program to empower teachers' learning in order to develop students' innovative skills" which has been approved of its quality by the stakeholder teachers who have used this educational innovation and approved through experimental field research which was efficient as hypothesized in the research. As a result, this online self-training program can be publicly disseminated to develop the teachers to afterwards develop their students in high schools under the Office of the Basic Education Commission who were primarily the target group of this study across the country.

In this research as well as those of Arnandho and Sutheejariyawattana (2022), Chobjai and Sanrattana (2022), Dhanapañño and Sutheejariyawattana (2022), Namjaidee and Dhammapissamai (2022), Niruttimatee andPromrub and the researchers applied the idea to the development of the educational innovation in an e-book form to serve as a way of learning, as a guideline for the teachers' practice, and as an online program, which can be disseminated to benefit the target population by publishing their research conveniently, quickly, and efficiently. The aim of this study was to develop an educational innovation called “An Online Program to Empower Teachers' Learning to Develop Students' Critical Thinking Skills.” The study recognized the importance of social changes (i.e., becoming a knowledge-based society and a digital society) in the 21st century by examining knowledge from good quality resources that are related to a variety of concepts of 21st-century skills development. The information, which has been widely published on the Internet, was used to develop a system and to create efficient educational innovations, which hopefully will be beneficial to the development of teachers and students in the future. Based upon the concepts of: “Successful teachers, successful students” and “Knowledge and Action are power,” online programs are used as media so that the target population can access them quickly and efficiently and with lower costs and with the availability of “Anywhere and Anytime.” As a result, the effective innovation of “An Online Program to Empower Teachers' Learning to Develop Students' Critical Thinking Skills” has been developed in accordance with the criteria. Moreover, the innovation will be utilized at the Faculty of Education at the main campus of Mahamakut Buddhist University and at every other campus, which offers Thai, English, and Social Teaching curriculums.

Purpose of the Study :With exploratory factor analysis (EFA), this study aimed to create a valid and trustworthy survey instrument to gauge self-directed learning. With the ultimate goal of promoting lifelong learning skills, this research endeavors to create a foundation upon which doctoral students can build not only their dissertations but also a mindset that transcends academia, preparing them for a future of continuous intellectual and professional development. Methodology: The researcher used IBM-SPSS-AMOS 24.0 to run the EFA procedure on construct elements for a survey with an interval scale between 1 and 10 and the extraction method of Principal Component with Varimax Rotation. Additionally, the Bartletts' Test of Sphericity and the KMO sampling adequacy were carried out. The reliability of the kept items was examined using Cronbach's Alpha. Primary Results: The Bartletts' Test of Sphericity has a significant level of significance (sig. 000). Additionally, there is great sample adequacy as indicated by (KMO=0.860). Cronbach's alpha values for the two components are more than 0.7. Additionally, all 13 items' Cronbach's Alpha values were higher than the cutoff value of 0.7. The instrument's consistency and stability across samples was verified by the development scale and validation. Applications of the Study: This research was conducted primarily for postgraduate students studying at Malaysian public universities, particularly those in Sabah and Sarawak. The PhD candidates who are enrolling in doctorate programmes at local public universities were the focus of the study. Originality of this Study: The study's unique contribution is in its ability to quantify self-directed learning within the setting of doctorate students. The EFA outcomes revealed that the elements are usable in this study, as they constitute a configuration that isolates two components of self-directed learning that can be measured by 13 items established in this research.
