Purpose This paper aims to investigate whether the amount of local governments’ debt can be predicted by the level of political competition. Design/methodology/approach The study uses the artificial neural network (ANN) to test whether ANN can “learn” from the observed data and make reliable out-of-sample predictions of the target variable value (i.e. a local government’s debt level) for given values of the predictor variables. An ANN is a non-parametric prediction tool, that is, not susceptible to the common limitations of regression-based parametric forecasting models, e.g. multi-collinearity and latent non-linear relations. Findings The study finds that “political competition” is a useful predictor of a local government’s debt level. Moreover, a positive relationship between political competition and debt level is indicated, i.e. increases in political competition typically leads to increases in a local government’s level of debt. Originality/value The study contributes to public sector reporting literature by investigating whether public debt levels can be predicted on the basis of political competition while discounting factors such as “political ideology” and “fragmentation”. The findings of the study are consistent with the expectations posited by public choice theory and have implications for public sector auditing, policy and reporting standards, particularly in terms of minimising potential political opportunism.

EU energy policy is more and more promoting a resilient, efficient and sustainable energy system. Several agreements have been signed in the last few months that set ambitious goals in terms of energy efficiency and emission reductions and to reduce the energy consumption in buildings. These actions are expected to fulfill the goals negotiated at the Paris Agreement in 2015. The successful development of this ambitious energy policy needs to be supported by scientific knowledge: a huge effort must be made in order to develop more efficient energy conversion technologies based both on renewables and fossil fuels. Similarly, researchers are also expected to work on the integration of conventional and novel systems, also taking into account the needs for the management of the novel energy systems in terms of energy storage and devices management. Therefore, a multi-disciplinary approach is required in order to achieve these goals. To ensure that the scientists belonging to the different disciplines are aware of the scientific progress in the other research areas, specific Conferences are periodically organized. One of the most popular conferences in this area is the Sustainable Development of Energy, Water and Environment Systems (SDEWES) Series Conference. The 12th Sustainable Development of Energy, Water and Environment Systems Conference was recently held in Dubrovnik, Croatia. The present Special Issue of Energies, specifically dedicated to the 12th SDEWES Conference, is focused on five main fields: energy policy and energy efficiency in smart energy systems, polygeneration and district heating, advanced combustion techniques and fuels, biomass and building efficiency.

The purpose of this research was to analyze the application of the Barometer of Sustainability (BS) as a tool for monitoring the sustainability process, using the case of the municipality of Ribeirão Preto, Brazil. The method adopted was based on the important seven stages for the BS application. The methods used were exploratory, descriptive, analytical and field research approaches, combining primary and secondary data. BS as an evaluation tool has proved useful in contributing to the understanding of social and natural phenomena, providing the monitoring of sustainability on a local scale. The findings indicated that the municipality had a greater concern with socioeconomic issues in relation to environmental issues. Based on BS, Ribeirão Preto was classified as intermediate level in relation to Sustainable Development, presenting better performance in the Human Subsystem. To solve the main methodological difficulties related with sustainability indicators to measure the sustainability dimensions on local level, and transpose these challenges is a continuous and emergency process. The integration of information from institutional bodies and sharing of data are paramount for public management at the municipal level to help develop and consolidate national databases. In this paper the authors demonstrated that is necessary to develop efficient methods of sustainability evaluation for local practice to develop policies and actions and add value in the decision-making process of local governments.
