Optimum development of beef cattle is feasible in the potential area with effective strategies. This research was conducted in Banyumas regency. The purpose of this study was to describe the potential of Banyumas Regency in developing beef cattle farming as the basis for its development strategy. A survey method was conducted to obtain the secondary data supported by primary data subjected to simple descriptive statistical analysis consisting of mean values, distribution frequency, cross-tabulation and trend analysis. Ruminant potentials were investigated using LQ analysis, and developmental strategies were formulated using a SWOT analysis. The result showed a fluctuated but positive improvement trend of beef cattle population in Banyumas. Sub-districts potentially developed for beef cattle centres (LQ>1) included Kembaran, Sokaraja, Kalibagor, Kedungbanteng, Karanglewas, Sumbang and Baturraden. A quantitative SWOT matrix analysis showed that the internal factor was 0.0298 (X-axis), and the external factor was – 0.2941 (Y-axis). Conclusively, The key strategy to develop beef cattle in Banyumas was a differential strategy.

Human Development Index (HDI) is used to measure overall performance where Indonesia's HDI is ranked 110 out of 187 countries with an index value of 0.684 in 2015. Consumption of animal protein has a relationship with life expectancy and quality of life which determines by the HDI performance. The paper describes on perspective development of animal protein source from livestock in Indonesia. The production development of animal protein source in overall (meat, eggs, and milk) had a positive growth during the period of 1994-2015 with the range of 1-6%/year, except that for buffalo meat production that decreased by 1.77%/year. The animal protein availability of meat was dominated by broiler production, followed by beef, mutton and others. The broiler meat production has the highest growth rate of 6.67%/year. Meanwhile, the animal protein source of non-meat production was dominated by eggs and milk production that its growth rate were 5.98 and 4.29%/year, respectively. In the same period, the meat production share was dominated by poultry meat, the rest derived from large ruminant, small ruminant, and other meat sources. Egg and milk production share also increased significantly during the period and share availability of beef production was less than 25% where its consumer participation was decreased. This indicates that beef is not a primary consumption for the majority people of Indonesia. Development program is needed to encourage an increase of the protein source from poultry meat, large ruminants, small ruminants, and milk.

This study aims to identify the internal and external factors and analyze the alternative strategies which can be applied in developing beef cattle in Gunungkidul District. The method used in this study is mixed method of qualitative and quantitative to collect the primary data from the respondents and secondary data from relevant institutions, which are BPS (Statistics Indonesia) of Gunungkidul District, Agriculture and Food Services of Gunungkidul District. The research sample was determined by convenience sampling as many as 60 breeder respondents and 12 expert respondents from instances and private sector. The data analysis uses internal and external situation analysis and SWOT analysis. The qualitative SWOT analysis on internal factors results in the identification of strengths and weaknesses which consist of human resources, financial conditions, operational/ production, management, and marketing. The analysis on external factors results in the identification of external factors in the form of opportunities and threats consisting of social, economic, government policy and technology. The quantitative SWOT matrix analysis results in an internal factor of 0.81 (on the x axis) and an external factor of 1.16 (on the y axis). Strategic position is in quadrant I which means as supporting aggressive growth policies (Growth Oriented Strategy), which is using the power to obtain opportunities (SO). SO alternative strategy formulated is the increased population and production, optimizing the potential of human resources potential of breeder and supporting the animal feed waste as well as facilities and infrastructures and improving a good management and technical skills.
