Radicalism in Indonesia, particularly when claiming to represent Islam, is driven by socio-historical, political, economic, social, and cultural factors that are exploited by terrorist groups to manipulate Muslims on a global scale. Such radicalism has led to various criminal acts that have shaken Indonesia, especially since the reform era, disrupting the safety and well-being of its people. The factors contributing to radicalism's emergence include a lack of accurate religious understanding, dogmatic interpretations, and strict religious prohibitions. Inadequate knowledge of history and sociology also plays a role. The government has taken steps in counterterrorism, including establishing the National Counterterrorism Agency (BNPT) and Densus 88 Anti-Terror. Legal and institutional measures are crucial in confronting terrorism threats. The "pentahelix" approach, involving the government, society, academia, media, and the business sector, is vital in creating a secure environment free from terrorism. Collaboration among relevant parties is essential in addressing the threat of radicalism in Indonesia, with hopes for harmonious cooperation. This research employs a literature review method, gathering data from academic journals, books, and peer-reviewed sources to gain a comprehensive understanding of the topic.

The phenomenon of Foreign Exchange (Forex) that runs in the investment sector and can help the development of Indonesia. Currently, forex has become an endemic trend and has attracted the attention of many parties, both investors and the public in general. Foreign exchange or forex is a type of trade or transaction that trades the currency of a country against the currencies of other countries involving the main money markets in the world for 24 hours continuously, so in this case a legal protection is needed. Lately, it turns out that there are many cases of fake investments in the form of gambling under the guise of investment that have claimed many victims. The purpose of this study is to find out how to guarantee legal protection for the rights of victims of criminal acts and how to provide compensation and restitution mechanisms for victims of criminal acts of fraud (gambling under the guise of investment). Through normative legal research, it is concluded: 1. Legal protection guarantees for the rights of victims of criminal acts are very important considering that the consequences of criminal acts can cause a person to experience physical, psychological and property losses and suffering. Through the legislation guaranteeing the protection of the rights of victims, it is necessary to obtain legal certainty and justice as a result of the occurrence of a crime. 2. The mechanism for providing compensation and restitution to victims of criminal acts has been regulated in Government regulations no. 44 of 2008 concerning the Provision of Compensation, Restitution, and Assistance to Witnesses and Victims, which is the implementation of Law no. 13 of 2006. 3. Another alternative to the provision of restitution and compensation that can bridge the two sides, namely the victim and the state, is to provide compensation through the issuance of State Securities which can make the victim receive compensation, and the state gets an injection of funds in terms of development without hurt both sides

Purpose: The purpose of the research is to provide a comprehensive understanding of the government's role in countering terrorism in Indonesia, analyze the legal and institutional frameworks, and emphasize the significance of international collaboration in addressing the global nature of terrorism. Theoritical Framework: The theoretical framework for understanding counterterrorism dynamics in Indonesia integrates diverse perspectives. Drawing from criminology, the Routine Activity Theory explores root causes, emphasizing socio-political, economic, and ideological factors. The Legal Process Theory elucidates interactions within legal institutions, such as the Indonesian National Police, military, and BNPT. The framework advocates a holistic counterterrorism approach for societal security and global stability. Methodology: The research methodology combines normative juridical analysis with a thorough examination of legal literature and secondary data to provide a comprehensive understanding of the legal and conceptual framework underlying the government's role in countering terrorism in Indonesia. Findings: The Indonesian government has implemented a multifaceted strategy to combat terrorism, featuring specialized units like Densus 88 and the National Agency for Combating Terrorism (BNPT). Densus 88, part of the National Police, handles various terrorist threats, while BNPT formulates and implements national anti-terrorism policies. The establishment of the State Intelligence Agency (BIN) enhances intelligence capabilities. Recognizing terrorism's global nature, international cooperation is crucial. The study emphasizes the need for robust government policies, effective law enforcement, and collaboration to address terrorism's societal impact comprehensively. Research, Practical & Social implications: The research significantly contributes to academic understanding by comprehensively exploring terrorism, government policies, and law enforcement in Indonesia, employing a normative juridical methodology. With practical implications, it highlights the need for robust government policies, emphasizing the roles of key institutions like the Indonesian National Police, BNPT, and the military. Practical applications involve fostering collaboration, implementing preventive measures, and prioritizing international cooperation. Socially, the research underscores the government's vital role in ensuring societal security, promoting a collective sense of safety and resilience against terrorism. Originality/value: The study stem from its comprehensive exploration of terrorism, in-depth analysis of the government's role and legal institutions, highlighting international cooperation, and providing a holistic approach with practical policy recommendations.
