Analysis of AFP Route-Outs in Preparation for CTOP Post-Implementation Assessment

Abstract: The Collaborative Trajectory Options Program (CTOP) is a new type of Traffic Management Initiative (TMI) scheduled for initial implementation in March 2014. As part of a larger effort to enable quantification of the post-implementation impacts of CTOP on Traffic Flow Management (TFM), it is necessary to establish new data collection methods and baseline performance metrics. This paper describes the development and application of one of these new data collection methods: the ability to identify and classify fli… Show more

“…The process of CTOP implementation includes: (1) identifying the FCA [24]; (2) the ATCSCC initiating a CTOP for the FCA; (3) the airlines submitting preference information for the affected flights (that is, the TOS) and giving the set of trajectory within the FCA that they prefer and the set of time slots into the FCA; (4) the ATCSCC makes the trajectory and slot assignments based on the TOS submitted by each airline. The specific implementation process of CTOP is shown in Figure 1.…”

“…The IDM concept utilizes a newly deployed NextGen capability within TFMS called the Collaborative Trajectory Options Program (CTOP) [6]. One of the key features of this tool is its capability to define multiple airspace boundaries, called Flow Constrained Areas (FCAs), and use them to redistribute traffic demand across different flows both temporally and geographically.…”
