Background Since the early 1970s, health care provision has experienced rapid growth in the investment and adoption of health information technologies (HITs). However, the development and deployment of HITs has often been conducted in silos, at different organizational levels, within different regions, and in various health care settings; this has resulted in their infrastructures often being difficult to manage or integrate. Health information standards (ie, the set norms and requirements that underpin the deployment of HITs in health care settings) are expected to address these issues, yet their adoption remains to be frustratingly low among health care information technology vendors. Objective This study aimed to synthesize a comprehensive framework of factors that affect the adoption and deployment of health information standards by health care organizations. Methods First, electronic databases, including Web of Science, Scopus, and PubMed, were searched for relevant articles, with the results being exported to the EndNote reference management software. Second, study selection was conducted according to pre-established inclusion and exclusion criteria. Finally, a synthesized best fit framework was created, which integrated a thematic analysis of the included articles. Results In total, 35 records were incorporated into the synthesized framework, with 4 dimensions being identified: technology, organization, environment, and interorganizational relationships. The technology dimension included relative advantage, complexity, compatibility, trialability, observability, switching cost, standards uncertainty, and shared business process attributes. The organization dimension included organizational scale, organizational culture, staff resistance to change, staff training, top management support, and organizational readiness. The environment dimension included external pressure, external support, network externality, installed base, and information communication. Finally, the interorganizational relationships dimension included partner trust, partner dependence, relationship commitment, and partner power. Conclusions The synthesized framework presented in this paper extends the current understanding of the factors that influence the adoption of health information standards in health care organizations. It provides policy and decision makers with a greater awareness of factors that hinder or facilitate their adoption, enabling better judgement and development of adoption intervention strategies. Furthermore, suggestions for future research are provided.

Small software companies face numerous challenges of complexity, unstructured software development processes and scarce resources. This notwithstanding, the companies have dominated the software market by 80 percent. The practice and products of these companies are still persistently marred by quality issues arising from the processes, with evidence indicating that process tools do not fit the unique contexts in which they operate. Significant strides have been made in transforming software development practice; however, the challenges are still evidently apparent. Hence the need to establish how knowledge areas are applied in process practice, understand the context of software development and its implication in practice, how process tools are utilised in practice and evaluate quality of research in software literature The researchers undertook a systematic mapping study to determine the state of practice in empirical literature on software engineering of SSCs by examining and classifying 1096 publications. Other than the finding that research quality was low and affecting generalisation and transferability, the results also revealed interesting findings which we finally consolidated and integrated to develop two contributions (i) a software development process adoption theoretical framework which provides new insights of understanding software development and (ii) a 3-point guideline for research quality.

Resumen: El estándar ISO/IEC 29110 es usado por algunas empresas peruanas con el fin de mejorar la calidad del software que elaboran y ser más productivos. Sin embargo, existen factores que influyen en el equipo durante la mejora de procesos de software, por lo cual, identificar adecuadamente estos factores, permitirá mejorar el nivel de adopción en futuras implementaciones. El objetivo de este estudio es analizar los factores del entorno que influyen en la adopción del estándar ISO/IEC 29110, en su perfil básico, en 4 pequeñas empresas desarrolladoras de software, utilizando la metodología de estudio de caso múltiple. Cada empresa trabajó bajo su propio contexto y definió sus propios objetivos de mejora. Del conjunto de factores del entorno analizados, se encontró como resultado que 5 de ellos influenciaron positivamente en todas las empresas sin importar el contexto, 2 ellos negativamente y 2 de ellos tuvieron relación entre factores debido al contexto.Palabras-clave: ISO/IEC 29110, factores de adopción, mejora de proceso software. Influence of Environment Factors in the Implementation of the ISO / IEC 29110 standardAbstract: The ISO/IEC 29110 standard is used by some Peruvian companies in order to improve the quality of the software they produce and be more productive. However, there are factors that influence the team during the software process improvement, for which, properly identifying these factors will allow improving the level of adoption in future implementations. The purpose of this study is to analyze the environmental factors that influence the adoption of the ISO/IEC 29110 standard, in its basic profile, in 4 small software development companies, using the multiple case study methodology. Each company worked in its own context and defined its own improvement objectives. From the set of environmental factors analyzed, it was found that 5 of them positively influenced all the companies regardless of the context, 2 of them negatively and 2 of them were related between factors due to the context.
