“…The SC share increased from 25% to 31% for the first 5 years (till 2010–11) but declined thereafter. This reflects that although the MGNREGS is intended to provide employment guarantee to marginal sections like SC/STs in rural areas, it is not efficient in terms of targeting them and is often being undermined by snatching of the scheme’s benefits by other claimants, due to rationing (Narayanan & Das, 2014; Narayanan et al, 2017), delays in wage payments (Narayanan et al, 2018), and some other problems. As a result, the scheme could not fully address the problem of distress migration from rural areas (Agarwal, 2019; Reddy et al, 2014).…”

“…A number of studies have examined the welfare impacts of MGNREGS on indicators related to poverty, women's empowerment, nutrition, education, and reduction in distress-driven migration, among others (Afridi et al 2017;Das 2015;Dasgupta et al 2017;Deininger and Liu, 2013;Imbert and Papp 2015;Khera and Nayak 2009;Nair et al 2013). Other studies have documented administrative problems-including high unmet demand and delayed payments-that have undermined the potential benefits of the programme (Dutta et al 2012;Liu and Barrett 2013;Narayanan et al 2017;Narayanan et al 2019). Because dearth of information is a major reason for such failures, our intervention intends to enhance awareness, giving information about process failures and disseminating personalized information on wage credits that can enable the beneficiaries to hold the local authorities accountable.…”

“…Wages may be 'rejected' on account of technical errors such as incorrect entry of account numbers in the system.13 SeeNarayanan et al (2019) for a more detailed description of the payment process.14 The RN6 table from the data portal gives the credit and debit dates.…”

“…This has led scholars such as Mahendra Dev (2019) to argue that the potential demand for MGNREGA employment is even greater, although this demand is muted by the fact that MGNREGA wages are below the minimum wage or market wage. Narayanan et al (2018) and others also point out the problem of undue delays in wage and compensation payments, both of which discourage those in need from seeking MGNREGA employment. Similarly, while budgetary allocations for health and family welfare including health research have increased, programmes such as the Pradhan Mantri Jan Arogya Yojana, which aims to provide health insurance coverage of Rs 500,000 to 100 million families, is severely underfunded for the purpose (Mahendra Dev, 2019).…”
