This paper examines energy efficiency across 28 selected European Union (EU) Member States and reviews the potential for energy recovery from waste according to the efficiency scores obtained. The efficiencies are assessed through data envelopment analysis (DEA) and the following variables are used, inputs: final energy consumption, labour, capital, population density and outputs: gross domestic product (GDP), nitrogen oxide (NOx) emissions, sulphur oxide (SOx) emissions and greenhouse gas (GHG) emissions for the years 2008, 2010, 2012, 2014 and 2016. Results show that most countries maintain their efficiency scores with only a few marginally improving theirs and at the same time, it is noticed that most are decreasing after 2012. Based on these efficiency scores, this paper recommends moving towards waste-to-energy with two main objectives, namely sufficient and sustainable energy production and effective treatment of municipal solid waste (MSW). This option would enhance the circular economy, whereas prioritization needs to be given to prevention, preparation for reuse, recycling and energy recovery through to disposal. Together with the EU Commission’s competition strategy, these options would ensure reliable energy supplies at rational prices and with the least environmental impacts. Moreover the efficiency scores need to be examined along the financial crisis which has been affecting the EU since 2008, showing a decrease in those efficiency scores after 2012 under a more imminent crisis.

Resumo As universidades, direta ou indiretamente, causam impacto no ambiente através do consumo de água, energia, geração de resíduos e ocupação de áreas verdes. Este estudo teve por objetivo realizar um diagnóstico do consumo de água e energia; geração de resíduos e manejo de áreas verdes no câmpus da Faculdade UnB de Planaltina/Distrito Federal, para propor uma estratégia de gestão sustentável. Para tal, foram analisados os consumos de água e energia (período de 2006 a 2017), a caracterização quali-quantitativa dos resíduos sólidos (2015-2016) e estudo fitossociológico das áreas verdes do câmpus. Os resultados obtidos indicaram que os consumos de água e energia estão aumentando desde a inauguração do câmpus, em 2006, devido à ampliação do quadro de servidores, alunos e áreas edificadas. Dos resíduos sólidos produzidos, 67% são recicláveis. O estudo fitossociológico indicou alta diversidade biológica do Cerrado sentido restrito. Dentre as estratégias indicadas para gestão, indica-se a adoção de programas de uso eficiente da água e de energia elétrica e implantação da coleta seletiva com destinação da fração reciclável a cooperativas de catadores. Nas áreas verdes, recomenda-se sua preservação e conservação, além da expansão do câmpus em áreas mais degradadas do Cerrado sentido restrito, para reduzir a supressão da cobertura vegetal.

This article presents an alternative way of evaluating the efficiency of the electric distribution companies in Brazil. This assessment is currently performed and designed by the National Electric Energy Agency (ANEEL), a Brazilian regulatory agency, to regulate energy prices. This involves calculating the X-factor, which represents the efficiency evolution in the price-cap regulation model. The proposed model aims to use a network Data Envelopment Analysis (DEA) model with the network dimension as an intermediate variable and to use Kohonen Self-Organizing Maps (SOM) to correct the difficulties presented by environmental variables. In order to find which environmental variables influence the efficiency, factor analysis was used to reduce the dimensionality of the model. The analysis still uses multiple regression with the previous efficiency as the dependent variable and the four factors extracted from factor analysis as independent variables. The SOM generated four clusters based on the environment and the efficiency for each distributor in each group. This allows for a better evaluation of the correction in the X-factor, since it can be conducted inside each cluster with a maintained margin for comparison. It is expected that the use of this model will reduce the margin of questioning by distributors about the evaluation.
