Analysis of the Impacts of Economic Growth Targets and Marketization on Energy Efficiency: Evidence from China

Abstract: OEnergy efficiency is a vital factor to promote sustainable development. In this paper, the directional distance function–global Malmquist–Luenberger model (DDF-GML) is applied to measure the energy efficiency levels of 30 provinces in China from 2000 to 2017. Simultaneously, the impacts of the economic growth targets and marketization on energy efficiency are empirically tested using the generalized system moment estimation (SYS-GMM) and mediation effect model. The statistical results reveal that energy effic… Show more

“…Energy is not only an essential material basis for national development and security, but also the driving force behind the functioning of the national economic system (Hao et al, 2021a;Mukeshimana et al, 2020;Mohsin et al, 2021a;Sun et al, 2021a;Yang et al, 2021a;Khan et al, 2021;Mani et al, 2021;Razzaq et al, 2021). Because China is restructuring its economy and transforming its industries, the conflict between energy supply and demand has worsened (Rehman et al, 2021a;Wu et al, 2021a;Su et al, 2021). In particular, energy industry is more directly affected by COVID-19 (Irfan et al, 2021a;Irfan et al, 2021b), which brings significant changes and serious challenges to energy consumption and production and supply, mainly reflected in the negative growth of oil demand, less-thanexpected natural gas demand, restrictions on coal transportation, and imbalance of power supply and demand.…”

“…Over the years, the 'GDP-only' performance assessment system and the crude economic growth strategy have brought about rapid economic growth in China [1]. However, as industrialization and urbanization continue to advance, resource consumption continues to increase and environmental pollution becomes increasingly serious, the resource and environmental constraints facing China's sustainable development are inescapable [2,3]. Since the United Nations Conference on Environment and Development held in Brazil in 1992, China has been an active participant and advocate of global environmental cooperation and compliance [4,5].…”

“…Green economic growth is calculated by MAX-DEA software and super efficiency SBM model of undesired output, which is expressed by SBM-GML. Additionally, we apply the DDF-GML model to perform robustness checks on green economic growth (Su et al, 2021). Table 1 reports the green economic growth indicator construction system.…”

“…Economic competition is a prominent competitive situation in terms of performance, both in terms of pressure for economic growth targets and economic growth rates and in terms of motivation for investment and tax competition (Mintz and Smart, 2004;Jiang et al, 2022). Local governments' economic growth targets are derived from the central government's economic growth target setting, while local governments will cascade and enhance their economic growth targets (Xu and Gao, 2015;Su et al, 2021). The country's urgent need for economic growth drives local governments to generate GDP growth preferences, and choosing the GDP growth rate as a measure of the economic competition dimension is a frequent practice of researchers (Mohammad et al, 2021).…”
